Institutional Arrangements For Henan Export Expansion Under The Background Of The Finacial Crisis

Thirty years has been passed since the implementation of the reform and opening-up policy, Henan's foreign trade has a large development. But compared with the developed provinces, Henan's foreign trade export still has a large gap.In 2008, the United States sub-loan crisis cause the global financial crisis, as part of the world economy, Henan can't be an island. Compared with 2008, in 2009 Henan export amount is in the fall of 31.5%, the situation is serious. Henan export has many problems, such as export commodities'irrational structure, export commodities'low value-added, low technical, stand at industry chain's lower end, lack of technology innovation and brands. Not only competition ability is poor, get trade gains less, also it was the cause of trade barriers and trade friction. These problems are restricting the development of Henan export. So the external and internal factors are forcing the Henan to accelerate transformation of the mode of foreign trade development, enhance the competitiveness of export trade.This article has analyzed the system and the trade export relations from the system economics'angle:the system is the international trade endogenous variable, good institutional arrangements to trade export development plays an active role. The reasonable consummation's institutional arrangements can reduce the transaction cost, the promotion economies of scale formation, the drive technological innovation as well as enable the human capital to obtain display fully, thus enhances a country or a local foreign trade competitive advantage, expands its export scale. This dissertation analyses the institutional barriers that existed in Henan province's foreign trade system, property rights system, credit system, administrative system and technology innovation system etc. These institutional barriers have a considerable inflection on the development standard and competition ability of Henan import and export.In the end of this dissertation, the author rise the opinion that to expand the institutional arrangement of Henan export from government's macroscopic level and enterprise's microscopic level according to the existing obstacles in Henan province export. Henan province should reform and optimize foreign trade export system and property system, establish and consummate credit system, innovate financial system, optimize administrative system, and perfect technology innovation system, adjust Henan export structure, improve industry's competition advantage, standardize foreign trade export sequence from macroscopic level, to expand foreign trade export. Enterprises should speed up to establish modern enterprise system and credit system, develop innovation system, adjust enterprises'strategy of foreign trade to keep and enlarge enterprises'foreign trade advantages, get the ultimate goal that expand foreign trade export and benefits.
