Farmer cooperatives in china are voluntary,democratic,economic organizations,which are based on the rural household contract management,containing the same type of agricultural products production operators or similar agricultural production and management services providers or users.In the new situation of structural reform of agricultural supply side,farmer cooperatives,as a new type of management,are not only an effective means to realize the moderate scale of agriculture and improve agricultural production efficiency,but also providing effective means such as centralized purchase of agricultural means of production and agricultural products of sales,processing,transportation,storage and other agricultural social services,to achieve "fill short board" an important carrier.At present,the institutional arrangement of farmer cooperatives in our country is still not perfect,which directly restricts the rapid and healthy development of farmer professional cooperatives.Based on this situation,this paper uses the institutional supply and demand analysis framework,takes the institutional supply from the central government and the local government concerning farmer cooperatives as the object of study and one aspect of external environment,exams the fit degree between it and institutional demand of farmer professional cooperatives' development and main members,finds the possible entry point for the optimization of cooperative institutional arrangement from the point of view of institutional demand obstacle,and puts forward effective suggestions for institutional arrangement optimization.In the market access: facing the development status quo of having a large amount but in poor standardization,the key is to strictly do a substantive review.In the Internal governance:in order to effectively solve the problem of the decision-making power and the distribution of benefits directly from the core members,we should proceed from the further optimization of the internal property right system and the adjustment of the ownership structure of the cooperatives,both to maintain the development vitality of the cooperatives and to mobilize the general members to participate in democracy Management of the initiative,the purpose of limiting the rights of core members.In terms of external support: the overall effect of the implementation of the system must be improved.In order to improve the effect of the implementation of the system,on the one hand,we should focus on perfecting the financial support,tax support,financial support related formal system and improving the matching between the formal system and the formal system.On the other hand,it is necessary to adjust or supplement according to the needs of the cooperative development.Among them,the fiscal support system should focus on solving the problem of imperfect selection mechanism,tax support system should rationalize the scope of tax support,and financial support system should focus on improving the credit system of cooperatives.In addition,in order to promote farmer cooperatives' development healthily and orderly,it is also essential to clarify the external supervision system with the supervisory department and the external audit mechanism as the main content and to perfect the implementation mechanism with taking grass-roots government as the main body.
