International engineering in the international and domestic development of construction market is strong in the background of global economic integration, with China's accession to the WTO,, a variety of overseas construction projects of international cooperation are gradually increased, China's construction projects management system is constantly in the development and improvement. However, due to the complexity of the project itself, systematic and long-term, so many factors can change; the process of implementation of specific types of problems that may occur a lot, but the contract itself, for various reasons cannot fully reflect all issues.With the substantial increase in investment in the global engineering, construction claims in all types of construction projects is still relatively concentrated part of the problem and solve engineering claims disputes and economic problems related to the current implementation of the project is still the key of the engineering field focus on.
