Study On Natural Disaster Relief System Of China's Agriculture

Agriculture is an important national economic sectors. On the one hand, itguarantees people's living standard, and play an fundamental role in stabilizing thenational economy as well as the national independence. On the other hand, thecharacteristics of agriculture has decided the vulnerabilities of agricultural system,making it vulnerable to the influence of natural disasters. Therefore, manycountries in the world have paid great attention to the prevention and relief ofagricultural natural disaster. According to our national situation, the high-frequencyagricultural natural disasters have brought great losses to us. It holds back thefarmers'income level, national overall grain production capability, povertyelimination, and the stability and development of the whole social industry.Meanwhile, the China's agricultural insurance system isn't mature enough, theagricultural natural disasters relief mainly relies on the national financialinvestment, but there is also a lot of problems about the China's financial reliefsystem, so it is necessary for our to do some research on the current financial reliefsystem and improve it. This paper starts with introducing the related theories ofagricultural natural disaster relief, using economic theory to analyze connectionbetween the agricultural natural disasters and rural poverty, and then analyze theinfluence, distribution, and diferent types of the main natural disaster whichChina's agriculture are facing, and make a further discussion about the currentsituation and the existing problems of agricultural natural disaster relief system.The results of this study show that the central and local government should carryout a reasonable distribution in respect of investment in natural disaster relief inagricultural industry, optimize the agricultural natural disaster relief investmentstructure, develope the agricultural insurance by financial investment. In the end,the article suggests a multi-level develope mode of the agricultural natural disasterrelief in the future, which take the agricultural insurance as the main body, and thefinancial investment and social assistance as auxiliary.
