| China is a natural disaster-prone country, the annual cost spending on relief logistics is very huge. In the year 2008, big earthquake happened in Wenchuan lets us understand that it is very urgent and important to improve our disaster and sudden crisis emergency management ability. Therefore, the emergency logistic is established while the emergency breaks out to render that the bailout materials can be delivered to the spots rapidly, which would have an effect upon the outcomes of the whole succor. Nowadays, Chinese government and academia gave high concern and attention to this area."Emergency logistics"has become a new hot domain of logistics study, As a topic"emergency logistics","relief logistics"has been studied in this paper.Beginning with the logistics needs for disaster relief, this paper analyzes the status and insufficient of disaster relief logistics in China, Then, based on the existing theory on disaster relief logistics route optimization, this paper gives proposal for relief logistics system-building in our country by learning from advanced experiences of foreign countries, so that it will be useful to China's logistics system construction and implementation. On this basis, this paper sets up China's relief logistics system from both organizational structure and function aspects. To achieve relief logistics, this paper makes deep research on distributing relief materials. Considering such constraints as real time, time limit, road network conditions in disaster relief logistics route optimization, this paper builds the two lines optimization models under not making sure roads, buildings and other damage to achieve the target that minimizes the total running time and the lowest network complexity, analyzes the situation of way in detail, and draws up the alternative route program when vehicles are blocked. Finally, based on the improved Dijkstra algorithm and ant colony optimization algorithm, the model is resolved, and the proposed route optimization method was validated by an example. |
