"5.12"Wenchuan earthquake is the most devastating and spreading to the widest range since the founding of new China. People in the disaster areas had caused great losses of life and property, hindered the local economic and social development.As recovery and reconstruction is large, complex and sustained long time, in accordance with the principle of"one province to help a severely affected counties"the State organizate provinces and municipalities to support the disaster areas, not only to provide temporary accommodation to resolve the basic life issues, but also to help disaster recovery and reconstruction, economic recovery and development and to offer economic cooperation, technical guidance. Agricultural recovery and development related to the survival of farmers is a key post-disaster reconstruction, but also a difficulty. Therefore, implementation and evaluation of agricultural economic development is worthwhile discussion and research.This article draws welfare economic theory, agricultural economic growth theory and fuzzy theory. Review of counterpart support on the basis of agriculture economic development, combined with"5.12"Wenchuan earthquake counterpart support policy,select a very hard-hit city of Dujiangyan, the hardest hit Jiangyou City and comparative analysis Guanghan. Including the recipient regions and non-damaged areas of the basic situation analysis, post-disaster and non-recipient area recipient area's agricultural economy, and comparative analysis of the recovery of the affected areas before and after the agricultural economy of recipient analyzed. In addition, ten acres of Dujiangyan City, concentrated area of modern ecological agriculture in the three townships of 21 village cadres, villagers conducted a visit to survey from the social adaptation, and political impact, social impact, economic impact and ecological impact in six areas, fuzzy comprehensive evaluation approach to evaluate the effectiveness of its implementation.In this paper, through research of the above several parts, the following conclusions:(1) The agricultural economic development of the recipient regions is rapid than the non-recipient ones. As Guanghan and Jiangyou City belong to the hardest hit, and the economic growth rate less the same, so to compare the two. The results show that in case of the agricultural damage of Jiangyou is more serious than Guanghan, agriculture economic development of counterpart support construction is more rapid. And to the development perspective, the construction project-one assistance unit, in addition to their agricultural infrastructure, combined with the formation of the local dominant industries of scale, made the agriculture great potential.(2) The agricultural economy of the affected areas after the earthquake develops better than pre-earthquake. After a counterpart support, the Dujiangyan City in 2009 has not only a recovery of agricultural economic development (GDP of primary industry was 15.9 billion RMB, increasing by 5.8%from 2008; rural net income per capita was 5,832 Chinese Yuan, increasing by 8%over 2008), but also a higher level than that before the earthquake (the primary industry's GDP had 50 million RMB more than 2007, an increase of 3.25%; rural per capita net income of 296 RMB more than 2007, an increase of 5.35%). It can be obviously found that counterpart support for the agricultural economic development of disaster areas is significant.(3) Counterpart support of agricultural projects apparently influence the local economy, community and ecology. A fuzzy comprehensive evaluation method for ten acres of concentrated area of modern ecological agriculture in Dujiangyan was conducted and the results show that the combined effects of the project a great and large is 45.6% +37.4%= 83.0%; 16.7%of the general; poor 0.2%. This implies that the implementation of the project has very positive political, economic, social and ecological impacts.In addition, ten acres for the city of Dujiangyan concentrated area in the modern ecological agriculture issues in the demonstration project to strengthen agricultural and management, support and strengthen cooperation and exchange of both the recipient, for investment, a clear responsibility of both proposals counterparts in order to improve the support policy.
