Poverty Allievtion In China’s East-west Pairing-off Cooperation:Mechanism,Heterogeneity And Sustainability

China’s achievements in poverty reduction are shining in the annals of history.Different from international aid,China’s east-west pairing-off cooperation is an all-round and multi-level counterpart aid in the fields of economy,politics,culture,health,education and society.This poverty reduction effect is difficult to achieve through a single aid.Therefore,it is of great practical significance to study the effects of different means under east-west pairing-off cooperation.Therefore,on the basis of the existing research and combined with the poverty reduction ideas of domestic and foreign scholars,this paper theoretically analyzes the impact of eastwest pairing-off cooperation with Chinese characteristics on the poverty reduction process,and tests it with empirical data.The results of theoretical analysis suggest that financial aid may also fall into the "low-income trap",and the improvement of human capital can solve this problem.Empirical evidence shows that east-west pairing-off cooperation is effective in reducing poverty,and it is difficult for a single approach to achieve the poverty reduction effect of a comprehensive approach.There is a threshold for financial aid.Under different policy objectives,under the threshold,aid will be effective only after crossing the threshold.On the whole,financial aid is more likely to play a role in economically developed regions.But there is also the effect of diminishing marginal returns.Disruptions in policy may lead to a "low-income trap," in which people lifted out of poverty fall into a lowincome,low-savings situation.In this regard,this paper proposes that maintaining the stability and continuity of policies is an effective way to prevent the risk of returning to poverty and falling into the low-income trap;investment in poverty reduction should reach a certain threshold,and at the same time,aid should be allocated reasonably in aid.
