China is the most largest country of the national economic increment in the world, which belongs to transitional and emerging markets. SMEs are the most active market players in the national. Shortage of funds are particularly acute for SMEs because of restriction of property rights of commercial banks, the low proportion of direct financing and higher barriers to SMEs access to capital market, etc. As a state-owned commercial banks with network resources and scale advantages which establishment for four years, Postal Savings Bank of China has strong inner will in the development of SMEs finance business. Follow the development concept called "Progress, synchronize with you", this bank should cultivate the majority of SMEs as the base of strategic customers, then realize bank development while helping SMEs.According to the modern theory of financial intermediation, credit technology theory and transaction cost theory, working with the concrete practice, the situation of Postal Savings Bank of China and financing needs of SMEs, I analyze the problems in Postal Savings Bank of China's financial services to SMEs, and propose some strategy on how to improve financial services to SMEs:To improve the internal ability with reform and to Strengthen innovation of concept and culture, so as to make basis for Product and Service Innovation of SMEs; to accelerate the transformation of service models, so as to make the change of service model from providing single service to providing integrated service. To enhance core competencies with people-oriented. to ensure Human Resources putting in place, to focus on long-term institutional capacity building through high-quality training and to establish a professional team of client managers for SMEs. To selecte objectives with actual situation. To make good use of existing resources to expand the service channel and to make SMEs the key of development, to carry out a supply chain financial services with advantages and to select business based on life cycle.To Push forward market development actively and steadily. To handle the relationship between speed and quality appropriatly, to make steady progress in the pilot and to have a good grasp of the rhythm of new product, so as to enhance product and service innovation and to open up new markets and business.To implement credit technology prudently of the whole process. To carry out survey before the loans strictly, to make credit decision scientific and to strengthen post-loan management, so as to ensure financial services for SMEs be carried out positively and steadily, and to improve ability in operating risks, and comprehensive benefits of Postal Savings Bank of China.This article is divided into three parts(seven chapters).The first part is basic theory (including the first chapter and the second chapter), summarizing theory of SMEs finance, financing bottlenecks, credit guarantees and financial channels, refining the theory of financial intermediation, credit technological research and cost analysis, so to make theoretical basis for countermeasures for the next issue of Postal Savings Bank's financial services to SMEs. The second part is to analyze the situation (including the third and the fourth and the fifth chapter), introducing the history and current situation of Postal Savings Bank's financial services to SMEs, analyzing problem and root in financial services and put forward improved measures on this basis. The last part is how to execute (including the sixth and the seven chapter), which make selection of Postal Savings Bank's strategy in SMEs financial service.This paper is more than theoretical discussion, it combines with the actual situation of Postal Savings Bank, developing needs of SMEs and trade practice experience, so as to solve the problems in SMEs financial services of Postal Savings Bank to a certain extent, and explore some service strategies with strong operational.
