This paper has discussed the strategic management of knowledge from severalaspects of the development strategy of the Postal Savings Bank of China(Hereafterreferred to as PSBC). The PSBC, which has been approved as the Postal Savings Bankof China Co. Ltd, is transformed from the original Postal Savings and Remittance Bureau.Even though separated from the parent company, PSBC is still wholly controlled by theChina Post Group, which is essentially different from other commercial banks. This articleanalyses the current China Postal Savings Bank’s internal and external situation from thevertical outlooks(with domestic commercial banks). Moreover, we analysis the strengthsand weaknesses, opportunities and challenges of the postal savings bank in the marketcompetition. Thus through theoretical analysis, this paper summarized the key points thatthe PSBC needs to focus is to bring the own advantages into full play, try to make up theshortages, get get the conclusion that draw the strategic positioning of the Postal SavingsBank, through management restructuring, business services transformation, processreengineering, business strategy and dislocation management measures,to transform themode of growth and the pattern of operation, sharing resources, so as to maximize theoverall interests of the Psbc and postal Group, so as to further strengthen as well asincrease the comprehensive competition power of the PSBC.Although the PSBC has incomparable exceptional network resources,the credibilitydeeply rooted in the post industry,the comparative advantage of assets without bad assetscoupled with a dedicated team,there are also many disadvantages such as weak anti-riskcapability,insufficient quantity and quality in business expansion,the distance betweenthe quality of the managers and the requirements, human resource shortages andunreasonable allocation, deteriorating business outlets environment, lack of soundmarketing system, inflexible incentive mechanism and so on,which has in certain waylimited the transformation of the PSBC to a giant retailing merchant bank. As the specialmechanism of the PSBC,there is no much prior experience to follow. Therefore, it isparticularly important to create a suitable layer of the PSBC’s business strategy and functional-level strategy to achieve corporate’ level strategy so as to transform to acommercial bank.
