Study On The Agent Construction Management Mode Of Non-business Government Investment Engineering Project

Non-business engineering projects that government invests use government fiscal fund. Non-business government investment projects have a huge scale of investment, they can be the guidance to other investments. What mode non-business government investment projects adopt is a difficult problem that countries in the world concern, and also the focus of reformation of government investment management system. Therefore there are extensive theory research and practical probe in the world.This paper studies the agent construction management mode of non-business government investment construction projects, the purpose is to find a management mode that adapts non-business government investment construction projects. This paper uses literature search method, comparative analysis method, standardize research method and theory in combination with practice research method etc. Main contents of this paper include three parts:the first, to learn management mode from other countries and regions of government investment projects, to summarize management modes of experimental cities in our country, refine experience, and find shortages of agent construction management in our country; the second, to explore various systems that agent construction management mode needs, put an agent construction management mode that is appropriate for non-business government investment construction projects; and the end, base on the agent construction management mode which is put in this paper, to do the further research on how to make the mode more effective application in non-business government investment construction projects, present countermeasures to apply the management mode,and analyze a practical case.This paper studies on the system building of agent construction from selection of agent units, motivation, contract management etc. In construction of contract management system, the paper focuses on responsibilities of all parties, how to determine agent construction costs, management of breach contract and the mode of agent construction contract.On that basis, to present a new management mode of agent construction. This mode connect all parties in agent construction totally and integrally, expound the process of agent construction objectively and clearly, presents a new meaningful mode for management of non-business government investment construction projects. Agent construction as an effective management mode of government investment project is valued by the country day by day, a rational management mode of agent construction can make the government investment project be accomplished more efficiently and smoothly. It can save funds and resources of the state, regulate the management of government investment projects, and are also a forceful method for perfecting the country's modernization.
