Nowadays, a rapid process of urbanization is putting forward in China, which makes the government keep increasing investment to urban infrastructure and management level. Because of the abuses, such as over size, over standard and low benefit, in the traditional construction management, and concern to government investment from the society, local states are boosting further reform of the investment system.
