In order to save costs and achieve strategic objects, many international and Chinese software companies choose to outsource their human resource management processes as a method to achieve their HRM strategic goals. The knowledge centralization characteristics of its human resource management and the fierce competition of software talents provide the realistic possibility of outsourcing. Furthermore, the changes of human resource management theories and the management demand force the decision makers of software companies to choose outsourcing.Among the software companies in developing countries and multi-national companies in China, the human resource outsourcing has been developed maturely and achieved the cost saving, risk dispersing, advanced management technology. However, the human resource outsourcing of Chinese companies still have problems in outsourcing content, service quality, oversee mechanism, management consciousness. Especially after the 2008-2009 global financial crises, the decision about human resource outsourcing needs more considerations. Under this situation, the study of software companies'human resource outsourcing becomes pretty necessary. Through the literature review of domestic and international journal articles, there are many researches about the necessity of HRO, the models of HRO decision-making, and the risk models of HRO decisions.In 2001, SEI proposed the People Capability Maturity Model, which is designed to improve companies'human resource management capability maturity. P-CMM has dual functions of assessing and improving human resource capability. With regard to enterprises, establishing the standards of HRO decision making and provider assessing based on this model can not only combine kinds of resource, but also improve the capability of HRO.This thesis studies the practice of software companies'human resource outsourcing, through methods of literature reading, normative research and case study. It starts from the specific characteristics and develop trends of software companies'human resource management, aiming to analyze the HRO strategies of software companies. Furthermore, the case study of P-CMM application in Neusoft supports the necessity and feasibility of P-CMM application in the HRO of software companies. It is found that software companies can control the outsourcing and also improve the capacities of human resource management at the same time, which are the strengthen core competitiveness, cohesive company cultures and strategic human resource management.This thesis firstly distinguishes four relevant concepts, and then categorizes HRO from 3 levels. After that, it makes analysis from micro-perspective and the perspective of provider management by analyzing the report of HRO developing tendency. Finally, based on P-CMM model and the case study of Neusoft, it makes the conclusion of the model and the practical value of software industries'HRO, by synthesizing the analysis of the specialty of software industries'HRO, feasibility of its HRO, and the theory of P-CMM. It is found that the P-CMM applications of software companies'HRO project not only can incur the resource integration, operational cost saving, management effectiveness improvement, but also the continuous improvement in human resource management practices of the outsourcing companies.
