Research On The Construction And Analysis Of The Stakeholder Relation Network In Government Investment Project

Government Investment Project is an important means of the government investment benefit achievement and the construction of socialist modernization and harmonious society. However, there are still many problems in Government Investment Projects in recent years. The root causes is that there isn't an effective governance mechanisms between complex stakeholders at all levels。At present the studies on stakeholder relations of Government Investment Projects are usually based on the "Principal-agent Theory", which pays attention to the influence between two project stakeholders, but neglects multiple relationship between stakeholders. Therefore, we need to seek a new method to study the relationship of stakeholders in Government Investment ProjectsSocial network analysis mainly studies the relationship between social agents, is a set of normative and method to analyzing the social relations structure and its attributes, be regarded as new research paradigm about social relations. This theory provides a new angle of view for the research on Government Investment Project, and we can consider the governance of stakeholders in Government Investment Projects from the network of stakeholders.According to the ideas of the social network analysis, it includes network construction and applications. Network construction is the foundation of applications, index selection is the premise of application precisely.Therefore, this study will use social network analysis as the main analysis method, the main contents are divided into the following four parts:The first part analyzes present situation and main problems of Government Investment Project, then points out project stakeholder relationship in Government Investment Project is a social networks actually, can be researched from the network perspective. On this basis, the study problem is defined as how to construct and analyze stakeholder relation network in Government Investment Project. Finally, reviews Government Investment Project, the social network analysis, stakeholder theory such as literature, providing theoretical support for the main part of this paper.The second part which is the focus of this study is to explore how to build a complete stakeholder relations network in the Government Investment Projects. Made the expression of project stakeholder relations network clearly and analyzed the feasibility of building firstly. On this basis, Combining with the characteristics of Government Investment Projects, defined network node and edge, then in a "rolling snowball" fashion method as a guide, designed the searching process for data of nodes and edges. Finally, design project stakeholder relationship strength measurements index system and puts forward the calculation method of relationship strength.The third part is mainly about the analysis of stakeholder relations network in the Government Investment Projects. First of all, analyzed the function of the stakeholder relations network, and then selected index that can measure the importance of nodes, finally, analyzed the overall structure of the network.The last part based on stakeholder relations network in the Government Investment Projects construction process and network analysis method, selecting typical cases for application demonstration, and the final application results were analyzed and discussed.Through four aspects research above, this paper concluded that the application of social network analysis in stakeholder relation of Government Investment Projects is feasible and effective. This paper expands the binary relation research to the network relations research of stakeholder relations in Government Investment Project, and it can hold the key of relationship governance in Government Investment Project accurately. This study provides a new research perspective and methods with similar projects.
