Study On Audit Supervision Mechanism In Design Of The Government Procurement Oversight Mechanism

Government procurement is an effective way of strengthening public financial management, so it is widely adopted by the market economy countries. With the ever-deepening scale and scope of the government procurement, China has made excellent economic and social benefits. Its advantages in saving financial resources, promoting the construction of a clean and honest government, and improving social and economic developments also begin to stand out. Bus as a novelty in the socioeconomic domain, there have been some unavoidable problems in the course of its development, such as imperfect government procurement market, unsound government procurement process, unreasonable institution setting and supervision, laggard legal system construction, etc, which not only affect the effectiveness of government procurement but also provide a "hotbed" for corruptions, so the establishment of an effective government procurement oversight mechanism is badly required in face of these problems.Based on different subjects under supervision, the government procurement oversight mechanism can be divided into supervision of authority, supervision of administrative organ, supervision of judicature, supervision of political party, supervision of audit, supervision of mass organization, supervision of suppliers through queries and complaints, etc. Audit supervision is mainly targeted at auditing government procurement behaviors. Specialized institutions and personnel inspect and evaluate the authenticity, legality, and effectiveness of government procurement activities in order to maintain the economic order and improve the efficiency of using financial resources. The necessity of audit supervision in the government procurement lies in its importance as an indispensable component of a sound and comprehensive government procurement system. It is an effective way to realize benefits of the government procurement, required by the construction of a clean and honest government. Therefore, it is imperative to establish a sound audit oversight system.On the basis of discussing the government procurement supervision mechanism comprehensively, this paper concentrates on the study of the audit coverage, audit focus, and audit process by borrowing advanced abroad experiences in implementing government procurement supervision. Meanwhile, it not only analyzes what aspects need to improve and how to cope with problems in the audit supervision, but also provides countermeasures and suggestions from the macro and micro perspectives to solve the practical problems in audit supervision of the government procurement.Three cases are selected for detailed analysis. The first one focuses on the audit supervision emphasis and content of different subjects involved in the government procurement. The second one focuses on the typical problems found in auditing the micro government procurement project concerning budget making, implementation of the procurement, contract management, and expenditure of funds. The third one focuses on suppliers'extension of the audit.At last, on the basis of analyzing risks and problems faced by the audit supervision in China's government procurement, this paper puts forward countermeasures and suggestions on how to improve the audit supervision. On the macro level, it is imperative to construct a sound government procurement legal system; standardize the government procurement management and operation system; standardize the government procurement supervision and management structure and make the supervision responsibilities more clear; strengthen leadership, work for the same goal and realize the importance of the audit supervision. On the micro level, it is necessary to be people-oriented; cultivate high-quality audit supervision workforce:have a deep understanding about the risks in the government procurement and carry out the audit supervision effectively; confirm the auditing scope and struggle for the comprehensive and sound audit supervision; and build an effective audit evaluation system. In his way can the government procurement audit play its critical role in public financial management.
