China's Government Procurement Oversight Mechanism

As the total size of China's government purchase grows, so does its impact on our economy and citizens' welfare. The problems that rose from government purchase are receiving a great amount of attention. To make government purchase follow a legitimate, reasonable and efficient path, it is an important and pressing research topic to study how to improve the supervision mechanism for government purchase.Based on the current practice of government purchase, this thesis provides a deep analysis of the problems that exist in the mechanism of government purchase. After studying more advanced experience and mature practice of certain countries, this thesis pointedly proposes six solutions on improving the legal system and related regulation for the supervision of government purchase.On principles, this thesis establishes the mutually-enhancing relationship between government purchase system and the supervision mechanism; On methodology, this thesis proposes modular management for the key steps of government purchase to prevent"mutation"of government purchase behavior; On mechanism, this thesis establishes that it is imperative to effective mechanism to discover timely and punish severely the illegal activities that occur during government purchase, but more important to establish a new mechanism in which there is little or even no room for illegal activities.Now many issues remain un-researched regarding the supervision mechanism for government purchase. We hope that the research presented in this thesis would help improve the mechanism for government purchase and push forward the reform in this area.
