Our Country Government Procurement Management And Oversight Question Research Taking Jinan As An Example

As an inevitable byproduct of economic globalization and liberalization of international trade, government procurement has become an important method to manage public expenditure for different governments in the world. However, compared with developed countries, our government procurement has just started and its system and mechanism has obvious deficiencies, which hardly satisfies the actual requirements of government procurement activities. Particularly, with the rapid increase of the scales and funds of government procurement in recent years, the deficiency in management and supervision system in our government procurement becomes more obviously, which restrains the achievement of the goals of fairness, justness and openness. In order to promote the practice of government procurement policy, China should accelerate the perfection of laws and regulations concerning government procurement.Applying the relative theories and basic knowledge of such disciplines as public management, administrative management, public economics, and adopting the methods of comparative study, case analysis, investigation, combination of qualitative analysis and quantitative analysis, this thesis first gives a brief introduction of the development and status of our government procurement, and the perfection of the laws and regulations to enhance the management and supervision of government procurement at home and abroad. Taking the city of Jinan as an example, the thesis analyses the manifestation and causes of the system deficiency of the management and supervision of government procurement in Jinan and puts forward the countermeasures to improve it. Concerning the fact that China is going to be accepted as a member of GPA, the thesis gives a preview of the perfection of supervision mechanism of government procurement so as to make it more scientific, standardized and institutionalized and then make positive contributions to the smooth and quick development of our economy and society.This thesis is composed of five chapters as follows:Chapter Ⅰ Introduction. It gives a brief introduction of the thesis from four angles:the background and significance of the study, researches on government procurement home and abroad, and research approaches and innovations, relative theories of government procurement.Chapter Ⅱ Current Development of Government Procurement Management and Supervision in China.It gives a systematical discussion of our government procurement from four aspects:the origin and development of our government procurement, the basic methods of supervision and management in procurement, the main achievements, and the existing problems and solutions in management and supervision, which provides the base for putting forward the solutions in Chapter V.Chapter Ⅲ Empirical Study on Government Procurement Management and Supervision in Jinan. Taking Jinan as an example, draws a conclusion and analysis of the current enforcement of supervision of government procurement in four aspects:the major practice in management and supervision of government procurement, the actual effects achieved in government procurement, and the existing problems as well as the causes, which affirms the achievements and states the problems as well.Chapter Ⅳ Combined with the Experiences and References of Government Procurement in Foreign Countries. Puts forward the methods in improving the supervision system of government procurement. From the aspects:building coordinated legal system to realize systematic institution and mechanism in supervision and management of government procurement, fully exerting the policy function of government procurement, encouraging the development of national industries,vigorous developing the products of independent innovation, environmental protection, low carbon and energy conservation, enforcing the building-up of electronic and integrated transaction system to realize the openness and transparency of government procurement activities, and adopting professional qualification attestation system to realize the professionalization and specialization of government procurement practitioners, strengthening organization and coordination among institutions of procurement management and execution to avoid the procurement risks, guarantee the procurement products of super quality and competitive price, and improve the effectiveness of administrative expenditure, the chapter elaborates on the improvement of supervision system of government procurement as well as the realization of scientific and regular government procurement, and puts forward the proposals of enforcing the supervision and management of government procurement in preparation for being accepted as a member of GPA.Conclusion is made in the end.
