With improvement of economic development level and living standard, the diversity of people's demand for transportation is increasing.Laws of economic development shows, in order to keep sustained and healthy development of social economy, transportation infrastructure should be supplied in advance appropriately. And the Beijing-Shanghai Highspeed railway emerges as the times require. Ends of the original line are the most active areas in China the "Bohai Sea" and the "Pan Yangtze River Delta" economic zone. Land area, population and GDP of the two zones accounts for the proportion are 6.5%,26.7% and 43.3%. Otherwise,11 cities of the ares have more than 100 million people. The traffic channel is the busiest passenger line in the domestic. However, it has been overload and restricted for a long time. It is seriously short of transport capacity, so that it can't meet the needs of social and economic any more. But the transport pressure will be alleviated when the Beijing-Shanghai high-speed railway is completed. Meantime, it will not only speed up factor flow and the innovation of high-tech, but also promote the further development of industries, stimulate domestic demand, widen focusing, and even rebuild economic structure. Therefore, studying on making use of tne opportunities, which the high-speed railway bings to achieve optimization of industrial layout and rapid economic development, is relevant.Here is the the research outline. At first, the paper described the domestic and foreign research and defined some relevant concepts to lay the theoretical foundation for the next analysis. Then, with the combination theories of industry and economic zone, analysed regional socio-economic characteristics and development status, and evaluated industrial development environment in via of using AHP and Colligation evaluation methods. Secondly, on the basis of the above duscussion and actual data collected, the paper maked regression analysis and built model to predict the industry layout in the future. Finally, according to the present problems and possible impact, the paper put forward a series of countermeasures and suggestions on how to grasp the opportunities. Overall, the major conclusions in this paper are listed as follows. The construction of Beijing-Shanghai high-speed railway will have different an affect on the level, scope and regions. Getting positive effects or not, depends on the original conditions and the planning afterwards. Therefore, before the operation, we should take advantage of special features and draw up industry strategy to make ecnomic development and railway construction supplement each other. On the other hand, each city should keep in touch with the surrounding urban areas and achieve sustained, stable and healthy development together.
