Entering the twenty-first century era of market economy, China's tertiary industry is facing tremendous pressure, which are not only challenges but also opportunities. Seizing the opportunity to accelerate the development of tertiary industry in China, adjusting the development of china's structure of tertiary industry, on the promotion of market economy development, optimization of resources (including natural resources, capital and the labor force) configuration, Raising all of the national economy's effectiveness and efficiency. promoting national economic development and structural adjustment, are of great significance. This paper use the location quotient theory and management of decision-making analysis, Setting seven areas of Hefei (luyang district, yaohai district, baohe district, shushan district, new railway station comprehensive development experimental zone, new and high technology industrial development zone, national hefei economic & technology development area) a sample of tertiary industry, according to Hefei Municipal Bureau of Statistics published economic census data, selecting the economic index from the economic census tables ,then calculating the location quotient of the each district's index . On basis of this, analyzing the correlation between each index's location quotient and the difference of each index's location quotient, enabling the use of comprehensive evaluation based on objective weighting, using this method to evaluate the seven areas of Hefei's tertiary industry , getting the result of each district's strengths and weaknesses of the tertiary industry, research and discussion have some effect on reference for relative department.
