Research On Humanitarian Logistics Operation System In Disaster Management

Modern society is now threatened by more and more disasters. Disaster management is receiving attention from all over the world. How to use logistics to support good disaster management, help rise disaster forecasting accuracy, reduce disaster damages and.help disaster affected area recover its economics and daily life, is now a hot topic for governments, humanitarian organizations and academic researchers.Humanitarian logistics is the key to disaster management. An agile and ordered humanitarian logistics system can not only bring about quick rescue, but also can support decision making for humanitarian organizations and organizations in preparation and recover phase. Humanitarian logistics is complicated and uncertain, which consists of key problems of logistics structure, operation and process. Therefore, it is difficult to build a stable humanitarian logistics system. Studying humanitarian logistics operation system is the base to research humanitarian logistics theories, and can guide disaster management and humanitarian operation.Based on an introduction of disaster management and humanitarian logistics theory, this paper has analyzed humanitarian logistics network structure and operation process. It has also studied tasks and processes of humanitarian logistics via case study. At last it models and simulates humanitarian logistics network.There are four main contents in this paper:Firstly it analyzed disaster management and humanitarian logistics elementary theory. Key word like disaster, humanity, disaster management and humanitarian logistics are introduced. Differences and similarities between commercial logistics and humanitarian logistics are also studied.Secondly it built basic structure of humanitarian logistics based on disaster management lifecycle. Humanitarian logistics operation is also studied. Different phases of disaster management are introduced and relations among them are researched. Humanitarian logistics' role and operation details in disaster management are analyzed.Thirdly humanitarian logistics task model and process model are built. By introducing empirical survey and BPMN research methods, the thesis develops a task model framework, and in which humanitarian logistics task details are analyzed. Humanitarian logistics process is set up according to disaster management status, either emergency or normal.At last humanitarian relief logistics network model (HRLNM) is built upon uncertainty and vulnerability of humanitarian relief logistics. Flexsim is used to simulate this model and thus humanitarian logistics key operation points are found out.
