Research On Status Quo And Countermeasures Of Mineral Resource Management In Vietnam

Mineral resource is a vital part of natural resource.With the development of socialeconomic and the proceeding of the industrialization plus modernization,mineral resourceplays a more and more important role in GDP of a country.Vietnam has abundant mineralresource,yet it confronts common problems like overexploitation, irrational arrangement ofresources,low recovery and utilization, unreasonable mineral structure and environmentaldegradation. The key point to all of these problems is to strengthen effective management tomineral resource.Mineral resource management is the governmental behavior which takes the governmentagency as the main subtract, mining right management, mineral resources exploration andsupervision on the exploitation as management object,while the goal is to maintaincountry’s authority to mineral resource and ensure sustainable utilization of mineralresource.This paper runs a systematic analysis on problems of Vietnamese mineral resourcemanagement based on administration,management, economic basic theories via investigationmethod and literature research method.After describing basic concept and relevant theories ofmineral resource，we describe present situation of mineral resource management in Vietnam:Vietnam’s mineral resource is rich, but because of the existing technique and economicconditions, only parts of them are able to be developed and utilized. Problems Of Vietnamesemineral resource management mainly concludes mineral resource management legalframework is imperfect.Mineral resource management system is unreasonable,mineralresource management stuff is deficient.Supervision, examination and punishment are notsufficient.Lack of public participation and supervision.Lack of transparence for mineralresource management. In view of historical,economic,educational reasons causing theaboved problems, this paper comes up with solving countermeasures that we consider mustbe followed: Mineral resource management needs to be macro-controlled.Perfect mineralresource management legal system.Perfect mineral resource management system.Strengthentalent training mineral resource management. Strengthen supervision andexamination.Strengthen public participation and supervision.Raise transparence for mineralresource management.
