Mineral Resource Planning (MRP) is the leading aspect of mineral resource management. All mineral resources development and utilization activities must be consistent with MRP. The management model of MRP is top-down order and bottom-up approval. Its functions and business processes are as follows:Ministry of Land and Resources issues the national planning targets to provinces in accordance with the overall situation of national economic & social development and the whole demand for mineral resources. The provincial departments of Land and Resources are responsible for drawing up MRP and then issuing mineral resources planning targets to cities and counties according to the national mineral resources overall planning, combined with the actual situation in the province, meanwhile reporting to the ministry for approval and filing. Based on provincial MRP, combined with regional economic development status, mineral resources condition, local economic and social development plan, county and municipal departments of land and resources are responsible for drawing up local MRP, delimitating mineral resource planning divisions, and reporting the result to their supervisors for approval and filing under the authority of the local government. Departments of Land and resources at all levels, based on a higher administrative MRP, according to relevant data, draft the corresponding level of MRP. As a result of MRP, the main data content is mineral resources planning targets and mineral resources planning divisions.Informatization Construction of Mineral Resources Planning and Management (ICMRPM) is an important part of the informatization construction of land and resources. Its aim is to establish an information-sharing system, whose main content should be the digitalized information about MRP, whose main structures should be a perfect data management and service system. ICMRPM and the formation of Informatization construction system is an innovative work. Its primary task is to establish a mineral resources planning and management database at all levels and develop mineral resources planning and management information system, gradually promote the application in practical work, serve for planning review and land and resources administrative management. System construction method should combined database, geographic information systems (GIS), network, and variety of techniques, and execute in according with unified information technology standards, norms and requirements. Meanwhile, ICMRPM and MRP both are long-term work. It is necessary that How to blaze new trails, and how to explore an effectively new road to perform ICMRPM.At present, China’s second round of MRP is ongoing, and ICMRPM work in progress in many regions.In China, The author is the first person who finish developing mineral resources planning and managemen information system for second round of MRP on the platform of ArcGIS for Liaoning Province in China. Based on the experiences of the successful development of Liaoning province, city and county levels of mineral resources planning and management system and land-use information system, the author analyzed the information management status of China’s mineral resources planning, proposed a unified standard, unified GIS platform, a unified exchange system, unified management platform for national, provincial, municipal, county (district) 4 levels of mineral resources planning and management informatization solutions, And this paper focused on the analysis and research of the key GIS technologies. Main results are as follows:(1) Based on the study of mineral resources planning database standards, the national, provincial, municipal, county (district) 4 levels of mineral resources planning spatial databases were designed.(2) The mineral resource symbol library was created in the format of ArcGIS.(3) The national, provincial, city and county 4 levels of data storage methods, exchange formats, exchange methods, and update mechanism were studied and proposed.(4) Mineral resources planning data inspection methods were studied, including the solution of the standard update, and also the mineral resources planning data check conversion subsystem was developed.(5) According to study the Web applications of mass mineral resources planning and management data, research and development of self-realization WebGIS technology, the mineral resources planning management WEB publishing system was developed.(6) According to analysis the business processes of mineral resources planning and management, planning data management and application subsystem was developed in order to check exploration projects, mining projects and other development and utilization activities related to mines.(7)In order to provide a theoretical basis for blocking the division of mineral resources planning, the specific methods and steps to analyze the spatial relationships between the deposit and tectonics was given, and some GIS-based spatial statistical analysis theory models for ore deposits forecast was established.Research and implementation of mineral resources planning and management informatization solutions not only provides a new reference to China’s land and resource informatization Construction, but play a real role in promoting the "digital territory" construction, improving work efficiency, controlling and reducing the risk of development and utilization, improving business processes and analytical decision-making skills, participating in macroeconomic regulation and control, enhancing resource monitoring, serving management decision-making and etc.
