The one hand, people pursue unlimited economic benefits, on the other hand, that cannot balanced eco-effectiveness, which makes the growing contradiction between them. It is Urgent to find an effective way to solve this problem.It is an effective mean to balance between economic and ecological benefits in mountain area by a reasonable tourism planning, but the traditional types of tourism planning is difficult to analyze the data and information quantitatively. This can only depend on planners'experience to measured and divide into tourism functional areas and protected areas, which is difficult to accurately find the balance of contradiction between the both sides.The geographic information system (GIS) is a traditional academic discipline and the result of combining the modern form of a set of computer hardware, software, and data processing system as a whole. After 40 years of development, it has become a fairly mature technology which has been very widely used.This article is based on this starting point in the study area for tourism planning and introduced powerful spatial analysis function of GIS technology to break through the traditional planning approach. First of all, Muerzhai area 1:50000 topographic map is vectorized and analyzed DEM to extract information on various types of surface features by writer, and make the comprehensive quantitative analysis, then the landscape carved out of tourist areas sensitive to partition. On this basis, through introducing many types of factors, making GIS overlay analysis, the functional areas are divided and tourist routes and tourism products are designed. and related protection measures put forward to urge the protection and development of co-existence, unity to achieve ecological and economic benefits .
