With the rapid development of China's economy, our country's electric power construction has gained rapid progress. New technology, new material, new equipment, new technology has emerged endlessly. Electronic technology, information and automation technology have fused together with power, machinery, chemical industry, finance, education, scientific research, and become the core to promote the economic development. Especially the electric power system, as the important national basic energy industry and public utility industry. The power system will cause big losses once there is a failure in it. How to improve the management level in power project construction project, make reasonable choice in project construction programme to ensure the electric construction quality, and ensure safe and stable in power projects has become a hot debated issue in the power construction industry.Based on the realities of our countrie's power construction project construction organization and the realities of Linhebei substation project, this paper introduced the design principles and method of construction organization design. On the basis of the detailed discussion of the main content of the construction organization design, this paper studies the project construction organization design optimization method. Substation project construction organization design optimization method based on GM-AHP is put forward in this paper, and is applied to the Inner Mongolia autonomous region Linhebei substation project construction plan optimization. Through the calculation of judgment matrix eigenvalues and eigenvectors, the various optimized index weight is determined,and then the grey correlation degree analysis between the ideal solution alternatives and the evaluation index is calculated, and then the optimal the construction organization design scheme is proposed for the project construction decision. The study of this paper provide the reference for the same purpose the construction organization design plan optimization.
