Along with the economic development and the functional transformation of the economic development zones, the zones have become multi-functional districts which had been an area specific to a single industrial manufacturing production. They have changed to a functional urban area from a pure economical functioning area. As its competition rises from "hard" to "soft"---- benefiting from the policy promoting industry, and as public management method adapts with it, it results in a management system that turns to administrative area management in lieu of a quasi-government system, as well decentralized management to a central management model. However, in actual public management, because the government transformation is not entirely complete, the development administration uses one organization with two brands, combining development zone function with administration. This also hides a phenomenon: separating the powers of the development zone organization and the local government. The development zone management is in virtual control while the district management has absolute control. Thus, the power of property and the power over personnel are in the administrative district. As of today the economic development zones are well-developed as the development zone management committee performs the development of market players. The committee is only a duplicate of integration to the government administration in the case of enterprises because the development zone management committee is not an independent actor on the subject of market the development zone's financial channels are easily impeded, raising funds is also very difficult, and the infrastructure construction thus falls behind. As a result, the development zone is in the bottleneck of management. So how do we break the "bottleneck" system? It is management innovation! Break through the present public management model and draw a new development model."Three Circle Theory" mode of public management is a result of actual selectivity by measuring multiple characteristics of public management policy from three standpoints: "value", "ability" and "supporting". This paper deals with the practical problems of the public management in the development zone from the three functions:government management, community management and industry management. It also analyzes the dilemmas with these problems while proposing a new conceptualization in management. First of all, a public management policy must consider whether it can reflect the public value, the value of the organizational system and the value of human capital, whether or not it regards the public benefit as a supreme appeal of the policy. The policy must also take into consideration whether it embodies the "People-oriented" principle----That is, the "value" problem. Secondly, public management policy must consider the conditional constraints of the operation and implementation, that is to say, whether it has sufficient manpower, material and financial resources to achieve the goal. Consideration must also include the conditions of the planning and design of the macro-control, the decision-making process, the checks and supervision, and the coordination service---That is, the "ability" problem. Finally, public management policy must also consider the attitudes, opinions and the value orientations of the concerned people---that is, the "supporting" problem. If the policy-makers can achieve a balance in the three aspects, the policy can be reach full implementation. Only when the three circles are crossed, the policy will be able to be implemented efficiently.Management innovation has consistently been restricted to the western neo-public management theory, which has seen considerable improvement within the theory system, but a rebirth of enthusiasm in imaginative has not been achieved. So in the condition that the system is not sound and the personnel quality is not high, the reforming of public management always drops in vain while the model digresses into a grizzled model of the original theory. However, the "Three Circle Theory" model breaks through the original thinking limitation, and is a paradigm innovation. It injects new power and vigor to public management theory while improving the quality of the public management policy so that an effective management in the development zone can be achieved.
