| The construction of Beibu Gulf Economic Zone is the first trial to Regional economic integration for Guangxi, and has profound and lasting influences on long-term development of Guangxi economy. However, the establishment of Beibu Gulf Economic Zone also make the regional public issues of cross-administrative regions become more prominent. Therefore, how to deal with these issues will become very urgent and important. Based on this, the paper specifically analyzes these regional public problems, and from the perspective of regional public management, in-depth study the institutional innovation of public issues governance of Guangxi Beibu Gulf Economic Zone.Firstly, this paper analyzes the macro-environment and micro-environment of leading to Regional Public issues emerging in Guangxi Beibu gulf economic zone, and pointed out that the successful solution of regional public problems have important strategic sense for smooth exploitation of Beibu Gulf Economic Zone in Guangxi and the economic and social long-term development. Next, the article analyzes the elements that traditional administration of administrative region restrict regional economic integration of Guangxi Beibu gulf economic zone from the micro aspects, while analyzes institutional deficit in regional public problems governance from the macro aspects, and point out the development of regional economic integration in Guangxi demands to change the traditional "closed-administrative" model, and cause that the model of governance of the governments in the region gradually transits from traditional administration according to administrative region division to a modern model of regional public management model. At the end, the paper probes into the basic thoughts and countermeasures of innovating the institution of regional problems governance in Guangxi Beibu Gulf Economic Zone by drawing on the experiences of regional problems governance of foreign country and inspecting the actual situation of Guangxi. |
