Directly Under Customs Organization Structure Optimization Studies

With the rapid development of economy and society in China and the expansion of the degree we open to the outside world, more and more functions are granted by the state. The standard of customs work has to meet more strict demands; in the meantime, the state shall guide itself by the principle of strictly controlling the size of administrative organs and staff members. It is estimated that human resource of customs will be maintained generally stable for a fairly long time. How to promote its development is still an issue in customs reforming. In April 2010, the general customs administrative issued and taken effect trial construction project on great supervision system. At present, customs of the whole country are practicing deeply and broadly according to its actual circumstance.The author's research direction is based on organizational structure optimization of customs. In order to solve this problem organizational structure of regional customs office as the breakthrough point is aimed. Through using the methods of document study, SWOT model, questionnaire survey and logical analysis, the text discussed the definition of regional customs office, the structure of regional customs office, the optimization of regional customs office and the category of structure optimization; analyzed the relative theory background, established the SWOT model of structure optimization, analyzed the structure of strength, weakness, opportunity and threat; took the Chang Chun customs as example; Finally advanced new model of structure, the principle of structure optimization, some basic content of structure optimization, establish the mechanisms of running and the safeguard method of structure optimization, tactics for optimization had been formed in the main, the paper analyzed how optimization would be applied concretely in practice, several important advices on structure optimization design were tried to present for reference. So that theory would be combined with practice.The characteristics of this paper was maintaining its present vertical system of leadership, whole structure basically stabled, under its present administrative establishment and within the leadership member, based on present human resources of customs, aimed to future development and so on. Based on above existing situations, with the combination of organizational structures theory, structure design theory, boundary theory, structure theory about validity and the relevant studies of researchers and scholars guide the research of organizational structure optimization of regional customs office. To combine with customs practice, raises the actual effect of organizational structure optimization of regional customs office by the greatest extent.
