On The Governance Of SME Industrial Clusters From The Perspective Of Social Capital

Nowadays, Small and Medium Enterprises in China have played a more and more important role in the aspects of economy, livelihood, employment and innovation, thus becoming a significant force to promote the national economy and society. However, the shortages of qualified personnel, funds and technology in SME are more and more obvious, and many districts and industries are developed by the way of industrial clusters for avoiding risks and enhancing competitiveness. Therefore, the research on the governance of SME industrial clusters has been an advanced topic. Since most of the SME industrial clusters in China are family and private enterprises which depend heavily on social capital, the author intends to explore the governance of SME industrial clusters from the perspective of social capital.This thesis analysed the connotation, features and management goals, governance mechanism and management efficiency evaluation of the industrial cluster,then the different structure forms, and industrial cluster'governance modes are expoundsed, on the analysis of the Small and Medium Enterprises in China industrial cluster connotation characteristics, the existing problems and the achievements, and on the basis of focus from social capital management perspective, probes into the social capital in Small and Medium Enterprises in China industrial cluster governance in the role. This thesis argues that its role can be divided into positive and negative two aspects. Based on theoretical analysis obtains social capital in ascension cluster industrial agglomeration speed, reducing transaction cost, to evade cluster cluster risk and the promotion of cluster innovation advantages. Through comparing, cases and relevant theoretical analysis systematically draw constraints sme industrial cluster management efficiency of social capital factor, namely inter-organizational trust imperfect network, Industry association co-governance failure; Local government governance; the lack of the legal system is not perfected and negative influence of traditional culture, etc. From the social capital management theory analysis constraints SME industrial cluster governance efficiency research achievements of many, but the lack of systematic, this thesis makes a systematic overall review of previous studies, strive to make up this deficiency, but also the innovative points. Finally, in view of the above problems appeared, this thesis further puts forward from establishing perfect trust mechanism, improve industrial cluster development of SME industrial cluster of social network, create supportive regional cooperation innovation of regulating environment and give full play to the government functions in five aspects such as cultivation of social capital, improve industrial cluster of Small and Medium Enterprises management efficiency countermeasures. Concrete is bright, try hard for innovation, providing a reference for studies on the governance of SME industrial clusters from the perspective of social capital.
