Research On County Characteristic Industrial Cluster Governance In Hebei Province

Industrial cluster is an organic whole,with many enterprises and their spupporting institution based on competitive cooperative relationship gathering in a particular space. It is a network orgnization which consists of enterprises, government, industry association, financial institution, research institutions and other compoments. Industrial cluster is a kind of ecnomic organization and has a unique competitive advantage. With the continuous growth of industrial cluster and the rapid development of economic globalization, not all of industrial clusters are able to maintain sustainable competitiveness. They will also stagnate or even die out, facing various crises. Therefore, industrial cluster governance is an important and urgent matter. This paper is based on the organizational analysis of industrial clusters, study the orgnizational nature, organizational characteristics, organizational efficiency and organizational structure of industrial clusters.When studying the basic theory of indutnal cluster, this paper analyzes the meaning, cause, structure, mechanism of industrial cluster governance, and come up with the new meaning of industrial cluster governance, expanding the jungle of governance theory. Then this paper innovatively use the basic theory and model of game theory to systematically study the structure of industrial cluster governance:enterprise network governance, government governance, indutry association governance, global value chain governance, finding the key factors in industrial cluster governance—institutional factor. Finally, this paper uses visiting and investigating method and quantitative analysis and qualitative analysis method to analyze the present development of county characteristic industrial clusters in Hebei and the urgent problems in governance.Then, according to the integrated, dynamic, bottom-up principles, this paper establishes a universally applicable and transplantable public policy system of county characteristic industrial clusters governance in Hebei, and try to make forward-looking guidance for county characteristic industrial cluster governance in Hebei and other areas.
