Evaluation On Modernization In Southern Xinjiang With Ethnic Groups, Measurement Of Its Process And Suggestions

A historic opportunity of large construction, opening up and development for Xinjiang has been brought out by Central Work Conference on Xinjiang and National Work Conference on Counterpart Assistance Program for Xinjiang in 2010. Since the reform and opening up, especially after western development strategy, government, theorists and academicians have paid a great deal of attention upon economic development and transition, development strategy and path in Southern Xinjiang, methods, countermeasures researches and so on. These researches have a very impressive enlightenment on how to judge development evolution of Xinjiang and its achievement, as well as status and function of Southern Xinjiang in the whole region. Despite unanimous recognition of importance of Southern Xinjiang in development of the whole region, many issues have successfully escaped scholars studying modernization, such as how to view the evolution of modernization of Southern Xinjiang from the perspective of modernization , the degree of convergence , positive and negative factors affecting modernization, and how to utilize those positive factors and overcome negative ones to promote growth of factors affecting modernization within the region under contemporary context so as to increase overall modernization of Xinjiang.This paper, based on above context, includes six parts: 1) introduction, briefly presenting research background, literature review, theoretical foundation, research method, framework and system as well as innovation of this paper; 2) establishment of modernization indices system, containing mainly that of modernization indices system at home and abroad, in Xinjiang, four states and prefectures in Southern Xinjiang and Kashi;3) status of modernization in Xinjiang and its progress forecast, by comprehensive evaluation evaluating overall status of modernization in Xinjiang and further measuring and calculating the time needed to achieve modernization, on which impact of leaping development strategy upon evolution of modernization is analysed; 4) forecast on modernization and its evolution in Southern Xinjiang with ethnic groups, evaluating comprehensively the level of modernization of four states and prefectures in Southern Xinjiang and predicting the evolution of modernization for Southern Xinjiang with ethnic groups; 5) SWOT analysis on modernization in Southern Xinjiang with ethnic groups, exploring its strengthes, weaknesses , opportunities and challenges; 6) path of modernization for the area and countermeasures and suggestions, proposing based on above analyses path of accelerating modernization and countermeasures and suggestions for promoting modernization in Southern Xinjiang with ethnic groups.This paper, with the goal of studying modernization of areas with ethnic groups, first, explores the path of its modernization, enriches current relevant research, and provides some reference for modernizing other similar regions. Secondly, with deepening implementation of western development strategy and Central Work Conference on Xinjiang, it evaluates and analyses status of modernization in Xinjiang and Southern Xinjiang with ethnic groups from the perspective of modernization and measures and calculates evolution of modernization. Finally, according to evaluation results and SWOT analysis upon Southern Xinjiang, it proposes applicable countermeasures to promote modernization in Southern Xinjiang and provides some research reference, with a relatively powerful realistic significance.
