As the acceleration of the economic globalization, labor-intensive enterprises are facing an unprecedented complexity of domestic and foreign environments. Quanzhou shoes and apparel enterprises are typically labor-intensive enterprises. In this context, the HRM is increasing its statu and role day by day, the motivation is the most complex and difficult issues in the HRM. Throughout the domestic literatures, there were few studys based on the actural conduct of the labor-intensive enterpise,most of them are qualitative, the quantitative research is really few. Therefore, this article combine the incentive theories with the practice of the quanzhou shoes and apparel enterprises, identifing the needs of the employees through empirical analysis,thus proposing to quanzhou shoes and appapels enterprise with practical incentive system.This paper contains svevn chapters,three sections. The first section introduces the developing process and characteristics of quanzhou shoes and apparels enterprises, and the overall problem existing in the staff incentive machanism, the second section is the empirical analysis, including the satisfaction analysis and employee needs analysis, the third section put forward some machanisms to meet employees'needs, plus some measures to perfect the machanism.This paper adopts questionnaire, interview method, comparative analysis and other methods to analyse the factors of employee satisfaction and employee needs, the conclusion is: eployee's job satisfaction is extremely low, the average value is less than 4, the strongest needs of employees' are survival needs and self-esteem needs, thus it tells the enterprise that it is very necessary and urgent to establish scientific incevtives machanism. The enterprises must improve material incentive mechanism to make the material incentives play a security and incentive function.According to the others needs, this article also propose performance incentive,culture motivation,training motivation,career planning incentive. In addition, government services and industry-related construction also contribute to the construction of incentive mechanism, Therefore, this article also present government, industry, enterprise related measures to improve the incentive mechanism.
