The Effect And Strategy Of The Establishment Of CAFTA On Development Of Trade Of Agricultural Products In Guangxi

After 10 years of hard bilateral and multilateral effort, on January 1st,2010, China - ASEAN Free Trade Area was completed on schedule. Guangxi, as a "bridgehead" between ASEAN and China is facing a golden opportunity in the development of agricultural trade in Guangxi. Guangxi is a large province of agricultural farming. Whether the development of agricultural trade is good or bad is not only directly related to whether the growth of income of the farmers but also related to the growth of rapid economic in Guangxi. Therefore, it is very important establish free trade on how to use the opportunity to promote the development of trade in agricultural products in Guangxi.At the beginning of this article, the author has chosen the classic division of international trade and regional economic theory as the theoretical support. After looking back to the process of establishment of CAFTA and the process of tariff reduction of agricultural products, the author analyzed the status of trade in agricultural products in Guangxi before the January 1st,2010 and analyzed the influence on agricultural products and agricultural products in Guangxi Agricultural trade of "Early Harvest Program" and "Trade in Goods Agreement" tariff reduction; on this basis, then the article analyzed the influence on agricultural products in Guangxi of establishment of CAFTA trade on January 1st, 2010: the author made good use of SWOT to analyze Guangxi's own strengths and weaknesses of trade in agricultural products and new opportunities and challenges which it is facing in the new context of created CAFTA. At the end of this article, the author combined with local conditions in Guangxi and gave some relevant measures of trade in agricultural products to promote the development of Guangxi.This article is divided into seven parts: the first part focuses on the background and significance of my choice item, the article points out that the research contents and methods. In order to ensure the preciseness of the research object, the object of the thesis is defined; the second part puts emphasis on international trade and regional division of labor with the theory as the theoretical foundation. Combining the research results has been made to identify the current gaps in research of this field, this article intends to be the innovation; the third part review the process of CAFTA establishment of agricultural tariff reduction and the tariff reduction for the later development of the impact of agricultural trade in Guangxi to lay the basis of analysis. It analyses the characteristics of trade in agricultural products in Guangxi and the status from the total, trade structure, trade patterns, trade enterprise of the nature of the subject 1 January 2010; in the fourth part the author collectes the data which is from 2003 to 2009 and analyzes the influence of the "Early Harvest Program" and "Agreement on Trade in Goods" during the implementation of tariff reduction on agricultural products and agricultural products in Guangxi Agricultural Competitiveness during the process of establishment of the CAFTA: Firstly the author analyzes the tariff reduction process on the acreage of major crops in Guangxi, crop yield and Index of agricultural production; secondly the author uses quantitative analysis tools in international trade: revealed comparative advantage index, each index of export trade, trade complementarity index and the index of intra-industry trade tariff reduction process on the competitiveness of agricultural trade in Guangxi. In the part five the author analyzes January 1st, 2010 after the establishment of CAFTA , most of the agricultural products get down to zero. It uses SWOT to analyze agricultural trade in Guangxi and analyze its strengths, weaknesses, opportunities and challenges. agricultural trade of Guangxi has the following advantages: excellent conditions for the development of agriculture, unique geographical conditions, increasingly improved transport facilities, rich cultural background sources, enrichment of favorable policies, resource endowments of geographical indications in Guangxi have a foundation of agriculture, its agricultural trade in Guangxi advantage; but besides advantages in Guangxi it also has disadvantages: weak agricultural base, some agricultural products less competitive, unstable quality of agricultural products, agricultural products, the low degree of standardization. At the same time in the new historical context, Guangxi is facing new opportunities: strategic opportunities, market opportunities, resulting in a huge trade creation effect, incentive farmers to produce and agricultural technology exchanges; it faces new opportunities and also faces serious challenges: the threat of zero tariff, the threat of non-tariff barriers, the loss of the advantages of preferential policies, the loss of some farmers interests, the agricultural products circulation system is not perfect; In sixth part of this paper ,it is mainly based on the analysis of previously and puts forward to promoting the development of Guangxi's total agricultural trade strategies and ideas: it focus on the government, agricultural industry, enterprises and farmers to promote the development of agricultural trade in Guangxi; in seventh part of this article, on the basis of discussion in the previous text the author makes a brief summary, meanwhile it prospects for future development of Guangxi trend of agricultural trade and in accordance with the foregoing discussion of the article the author raises the issue which needs further study.
