Government Behavior. Quanzhou In The Integration Of Tourism Resources Research

In the 21^st century, the tourism industry has been developing rapidly, along with the increasingly fierce competition. Resource integration is a critical point in producing superior tourism products as well as ensuring the advantageous position of the local tourism in the market competition. Only in the ways of integrating resources in depth and improving the overall image of regional tourism can we meet the various demands of tourists, increase the overall competitiveness, and promote the sustainable and healthy development of tourism. Resource integration is a complex and systematic project, involving some key problems such as how to carry out effective integration, whether the government should participate in the integration, how to participate, etc. Taking the practice in Quanzhou as an example, the paper puts forth the argument that the government should not only involve in tourism resource integration, but also take the leading position in the process of integration.As one of the three central cities in Fujian, Quanzhou is an important part of the strait tourism development. With rich tourist resources and profound cultural traditions, Quanzhou has an advantage in developing tourism. At the same time, there are some objective problems in the tourism industry of Quanzhou, including lacking distinctive tourist resources and tourism highlights. These problems have seriously blocked the further development of tourism. Applying public product supply theory and external effect theory, using research methods of literature review, fieldwork, quantitative analysis, qualitative analysis and SWOT, the paper tends to prove the necessity of government participation in tourist resource integration, to sum up three behavior patterns of the government in the process of integration. Taking the description of tourist resources in Quanzhou as a basis, the paper also analyses the current situation of tourist resource integration as well as the advantages, disadvantages, opportunities and challenges of the integration. What's more, the paper reviews the history of government developing tourism industry and integrating tourist recourses after the founding of PRC, and points out the insufficiency of government acts.Based on the analysis of three types of misunderstandings in government leading behavior and defining three aspects of government functions, the thesis constructively puts forward an argument that the government should take actions to integrate tourist resources in the aspects of both awareness and actual deeds. In the aspect of awareness, the government may try to forge a core tourist destination image. As to actual deeds, the government may use some indirect means, including making overall development plans, formulating public policies, enhancing market supervision, and broadening regional cooperation, to motivate market players in tourist resources integration. In addition, the government may use some direct means, such as strengthening the construction of infrastructure and improving management system, to integrate tourist resources in the public domain.
