Government Behavior In The Development Of Tourism Resources In Henan Province

Henan Province is located in central China, which has splendid culture and charming natural scenes. Its tourist resources are abundant and it has unique conditions to exploit them. In CPC Henan Central Committee: Propositions on the 11th Five-year Plan of Provincial Economic and Social Development passed by the 10th conference of the seventh session, it is put forward that tourism should be fostered into the new backbone industry of Henan Province. Thus it's necessary to analyze carefully the present condition of tourist resources exploitation, find out some problems, and explore the meaning of government's leading role and the specific methods.This thesis is divided into four chapters. Chapter One is an introduction, which briefly states the background information, the significance of research, the present research, the research theory, the research methods, the research thoughts and the originality of this thesis. Chapter Two elaborates the present situation of tourist resources of Henan Province and an analysis of the issue and the developing trends. Chapter Three analyzes the present situation of government behavior in tourist resources exploitation of Henan Province. Chapter Four is the core of this thesis, which takes the selection of development modes in tourist resources exploitation of Henan Province as the starting point, then defines the scope of government's leading role in such exploiting process, and finds out the approaches of government behavior in the process of tourist resources exploitation in Henan Province.Government's leading role strategy should be adopted in the process of the exploration of tourist resources of Henan Province. The government should participate in it indirectly by means of constructing environment, creating conditions and support. On the one hand, the government promotes tourism development. On the other hand, the government takes effective measures to eliminate the negative effects of the development, makes tourist resources exploitation on the basis of beautiful environment and rich culture and realizes the long-term goal of development of tourism. Therefore, the government gradually transfers the function and performs what it should do and what it must do, such as establishing programs of tourist resources exploitation in accordance with the general development programs of tourism; local administrative institutions coordinating relations among central government and local government and commercial departments; strengthening the function of infrastructure input and construction on tourism; preserving tourist resources; collecting and issuing tourism market information, ect.
