In the current situation, accelerating the development of wood pulp paper, creating a plantation, taking the path of the integrated development of forestry and paper industry is the development of modern China's paper industry and forestry the only way. For the implementation of forestry-paper integration project to study the risk would have important theoretical and practical significance.Based on the literature related to integration of papermaking and forest industries as well as the risk management, we construct the evaluate model of influencing factors which will affect forestry-paper integration implementation of the project risk factors identified 19 targets from five areas of strategic risk, market risk, operational risk, financial risk and legal risk referring to the risks when implementing the integration of forest and papermaking industries, on the basis of achieving different risks according to strategy, market, operation, finance, law etc in enterprise referring to the essay named'the guidance concerned total risk management in enterprise'written by SAC, and also suggest a series of analytical hypothesizes which the 19 targets respectively has significantly positive correlation effects on forestry-paper integration implementation of the project risk, with the large and medium-sized integrated forest and papermaking enterprises for objectives, we acquire the basic data through questionnaire, then testing the theoretical model by the SPSS software, then come the main conclusions of this study. According to the study, the author attempt to construct the risk-prevention system when implementing the integrated project of forest and papermaking, then proposed coping mechanisms to prevent such risks. At the last, the lack of points and future research prospects are raised in this study.
