With the development of the economy, the externality has become a hot topic in a city, and the conflict between the economic growth and environment problem has also attracted more attention. In the recent two years, especially public transport field in a city, it will be more important how to release traffic congestion and adapt the number of transport facility to need from city residents when we finish the task of emission reduction written in the twelfth five-plan. The Fire-Efficiency gradually is generally concerned in the social wealth distribution, the government adopted a series of tax policies for controlling unbalanced wealth distribution in real life based on the macroeconomic view, which usually take an effect on output section of individuals in the society, belonging to afterwards control. But the transaction is real process to realize the worth, and the economic policy in our country is being perfected and the regulation is being refined.Based on this background, the taxi-pooling model design have actual significance, that is to say, which not only builds basic framework for carrying out taxi-pooling policy and designing the fare model, but also brings new point and methods about wealth distribution in the transaction.Firstly, the article brings up with LRM concept model, defines the taxi-pooling market and shows that the bilateral taxi-pooling model is the subject in this study. Moreover, related theories and methods about taxi-pooling transaction process are briefly introduced.Secondly, compared with other strategies, taxi-pooling strategy belongs to dominant strategy. Based on the economy point, the article builds the Game Model on stakeholders of the taxi-pooling pattern after a reasonable hypothesis of the bilateral taxi-pooling transaction market, exercising Consumer Behavior,Demand Theory and Cost-Profit. And it analyzes profit,cost and utility of suppliers and demanders, explains causes of occurrence on various special taxi-pooling pattern in the market, and demonstrates advantages of the bilateral taxi-pooling pattern. Finally, the article draws the conclusion.Thirdly, at the beginning of the bilateral taxi-pooling pattern, the article chooses operational research and the theory on permutation and combination for designing all the occurrences in the bilateral taxi-pooling pattern, and classifies the Model into the'1234'pattern according to states of who share taxi with others in various times. In the meantime, this article shows every pattern of taxi-pooling by the combination of time axis and the state. Fourthly, this article designs the corresponding fare meter model for every taxi-pooling pattern, and compares with the traditional operation model. It concentrates on the existence of the shared distance. As for the shared distance, Cost is the function of the number of people and the common miles, while as for the non-shared distance, the passengers should pay all the money of some miles alone. And the article also take the following issues into the consideration: the change among various patterns; how to fare meter; the economic relationship between demanders----both paying on one's own and having some common in the sophisticated relationship. At the same time, the article compares cost,consumers'surplus and utility brought by reaching the destination with the traditional one.Lastly,the article raises some suggestions as follows: settling barriers of the taxi industry for increasing competitive degree; drawing lessons from foreign taxi industry; strengthening the industry supervision especially the rights and contract protection in the transaction and dealing with default; advertising the importance of low-carbon city construction and necessity of low-carbon transport construction; cultivating low-carbon consuming consciousness of residents.
