At the end of February, 2014, Shanghai Munic ipal Transportation Commission issued a policy to regulate the taxi softwares which aroused strong social response for a moment. This article aims to firstly explain the reason why Shanghai Government would like to intervene the taxi market and prove the necessity of the policy, and secondly to explore the rationality of the content and hope to find some corresponding improvement measures aiming at the deficiency of existing policy.Firstly, this artic le uses John W Kingdon’s Multiple Streams Model to restore the process of policy agenda setting and introduction, to find out the reason of Shanghai Government regulating the taxi softwares, and to get the conclusion that this policy was timely and reasonable. So that we can prove this policy is necessary and timely for the taxi industry.Secondly, from a deeper perspective, this artic le analyzes the rationality and operability of the policy. Aiming at the development features of multiple streams model, the artic le analyzes the shortcomings of current policy. And the article also puts forward some reference suggestions through the introduction of the attitude and the policy that foreign governments treated the taxi software and the theory of Market failure and Government Intervention.Thirdly, this article gets a further look into the taxi software industry. This taxi software case is a microcosm of the development of the information society. Now the traditional industries in China all face the penetration and influence of Internet technology. The taxi software is just a pacesetter, there are more to come. The government can learn a lot from the taxi software and get some inspiration about how they should do to face the trends of modern technology, to recede the impact. So this artic le finally gets some inspiration from the regulation of the taxi software of Shanghai Government, to find out the way to deal with the electrical storm in the traditional industry, hoping the experience can be used to other departments and industries.The background of this article is that the taxi software are welcomed by many Chinese people in recent two years, especially in the big cities. But the voice of doubt has been becoming louder and louder. And the fuse of the policy is that both of the two big main taxi software companies in China tried to promote their products in a lower price in the beginning of 2014,which challenged the original regulation of Shanghai taxi industry.So through the analysis of this policy, the article hopes to give some comprehensive and objective suggestions to the development of the taxi software and the taxi industry, so that to get the purpose of improving the taxi industry and government regulatory.
