Analysis On The Status And Problems Of Collective Forest Rights Transfer In Shanxi Province

Collective forest rights transfer is a necessary requirement for optimizing resource allocation and promoting the development of productive, it is the objective need of implementing the right of disposal and achieving the program"develop forest and benefit people", it is also an important move of protecting forest resources, maintaining social harmony and consolidating the collective forest right system. Analyzing the collective forest rights situation and problems of circulation is mainly to make policy recommendations and work next stage. These strategies can promote work in an orderly manner, guide various factors of production to the benefit direction of forestry development, Improve the quality of forest resources, promotion of large-scale forestry and industrial operations, these strategies can also improve the quality of forest resources and promoting large-scale forestry and industrial operations.This paper analyzed six similarities and differences of the collective forest rights transfer, invested and analyzed the problems of collective forest rights transfer in Shaanxi Province. On this basis, we proposed measure, and this part is the core and highlights. These measures as follows: log quota system reform, standardize and strengthen the flow control law, improve the forests, trees, forest land social service system, construct the assets accounting system of forest resources, establish forest resources property right exchange center and so on. Meanwhile, increase policy advocacy, adhere two principles, achieve three combined and eliminate four tends. Introduce laws and regulations of collective forest rights transfer, make farmers possess the operating right. Implement the central policies conscientiously, to ensure the forest land circulation among farmers. These recommendations and measures derived from practice, and sublimated theory-oriented, they will play an important role on promoting and regulating the circulation of collective forest rights, and promote economic development in forest areas.
