Research On Influencing Factors Of Farmers’ Decision Of Forestland Transfer After Collective Forest Tenure Reform In Dayi County

Forest right transferring is an important content of the reform of collective forest right system(RCFRS), but also is the forestry’s development direction and a inevitable choice after the reform of collective forest right system(RCFRS). Forest right transferring can contribute to forestry large-scale operations, improve the production efficiency, and promote forestry industry development of the economy. Because Dayi county is the first demonstration counties of the reform of collective forest right system (RCFRS) in Sichuan, also is one of the hundred top counties of the reform of collective forest right system reform in China. Basic conditions for the development of the forestry in Dayi county is good, and the forestry develops rapidly. So, the related situation of forest right transferring in Dayi county has obvious representative in sichuan.According to the method of random sampling survey conducted field visits, from the satisfaction of farmers’forest right transferring, the level of understanding and satisfaction of the policy of forest right transferring, the understand of program of the forest right transferring, the reasons, the method,the period and the contract form of forest right transferring, the organization and the objects of forest right transferring, the form of the income of farmer’ transferring, the way to achieve the information of forest right transferring, the impact on the economic conditions of farm households, the problems in the process of farmers’transferring, the condition of social service of farmers’ transferring, the paper analyze the current situation of farmers’forest right transferring in Dayi county.The paper takes normative way to theoretical analyze the macroscopic and the microscopic influencing factors of farmers’forest right transferring decision. In the view of microscopic, based on survey data and establish a Logistic regression model, this paper select the variable from four aspects, like the characteristics of the head of household, the situation of family, forestland resources of household and the farmers’cognition degree of policy system, then conduct an empirical regression analysis on the microcosmic factors affecting forest rights transferring decision of farmers. The result suggests that the different factors have different degree of the influence on farmers’ forest right transferring decision, it has the obvious diversity. The different factors has different direction and significance of influence. Among them, the situation of the influence on farmers’forest right transferring decision based on these factors:The degree of transportation convenience, forestry cooperation organization, the number of family labor, the proportion of non-agricultural income, the level of education of the head of household, the age of the head of household and has significantly positive impact. But whether family members as village cadres and the social insurance number has negative Significant affect. And, the sex of the head of household, the occupation, the level of household income, the total forest area, the number of forest land, the understand of the policy of forest right transferring, the understand of program of the forest right transferring, the satisfaction of the policy of forest right transferring has no significant effect, but these factors on the farmers’ forest right transferring decision has positive influence.Finally, the combination of the foregoing theoretical and empirical analysis, induce and summarize in brief, to raise the enthusiasm of farmers’ forest right transferring decision for the purpose, and provides some relevant advice. As follow:perfecting the relevant laws and regulations of forest right transferring, providing legal protection for farmers’ rights and interests; improving the construction of forest right transferring system, to ensure farmers’ forestry property rights stability; adjusting the industrial structure, to increase employment opportunities for the rural labor force; transforming the function of government, strengthening the assistance and supervision of government; increasing the propaganda work of forest right transferring, increase access to information about farmers’ forest right transferring, and improving the motivation of farmers’ forest right transferring decision; improving the construction of forest right transferring mechanism, perfecting the social service system of forest right transferring; promoting the development of forestry professional cooperative organizations; perfecting the social security system in rural areas, provide protection for farmers living.
