Farmer-based Impact Evaluation On Reform Of Collective Forest Rights In The Center Region Of Shanxi Province

The effectiveness of the reform of collective forest rights of China’s southern provinces, which launched a nationwide collective forest tenure reform. In this paper, a survey of nine villages in central Shanxi Province Qi County and Huozhou52, the outcome:(1) The collective forest tenure reform farmers are more satisfied with waiting for the government introduced the follow-up policies and supporting measures.(2) The reform of collective forest rights are more successful in the mountains, the peasants’enthusiasm.(3) The reform of collective forest rights also need the help of the government and village collective.(4) For the ecologically fragile areas, but also should pay attention to the ecological benefits. Put forward feasible suggestions:(1) to develop non-public forestry, increase social investment in forestry.(2) the reform of collective forest rights are more successful in the mountains, the peasants’enthusiasm.(3) The implementation of the necessary follow-up reforms to improve the comprehensive reform.(4) Maintaining the continuity of the policy, properly solve problems left by history.(5) Village, the village cadres to take the lead role, according to the village situation, the use of all favorable conditions to look for development for the village forestry road.(6) With the forestry reform, vigorously develop the forestry industry and economic.And finally concluded:(1) The reform of collective forest rights in central of Shanxi Province local conditions put forward a different model of development of forest change,remarkable achievements.(2) Collective forestry developmengt in central of Shanxi Province is difficult.(3) The reform of collective forest rights in central of Shanxi Province stimulate farmers’enthusiasm.
