The Study Of Reform Of Collective Forest Ownership In Taian

On June 8, 2008, the unveiling of"Advice on Comprehensively Pushing Forward the Collective Forest Ownership Reform by the Central Committee of the CPC and the State Council"predicted that there would be great changes in forestry and agricultural system in our country. The policy, the significance of which can peer with the land reform in rural areas 30years ago, would play an important role in improving rural area's employment rate and increasing peasants'income, promoting eco-civilization and enhancing the development of modern forestry. At the end of 2008, Tai'an city of Shandong Province made pilot projects in Xintai and Ningyang County to probe the collective forestry ownership reform with the aim of completing the main body of the reform of the whole city's forestry ownership within 2 years. Tai'an plans to accomplish the allocating reform projects in 2013, establishing modern forestry ownership system and sound progressing system of collective forestry with clear equities ownership, in-place operating entities, clear demarcation of responsibility and right, guaranteed interest protection, standardized and orderly flow and effective service and supervision. At that time, the city will spare no efforts to accomplish the aim of increasing forest resources, increasing rural residents'income, improving eco-environment and harmonizing the forestry development. The reform of the collective forestry ownership system is a new try of system innovation with side range, deep reform intensity and the touching of the inner mechanism of forestry. Proceeding from the current situation of collective forestry ownership reform in Tai'an, the thesis elaborates on the significance and functions of collective forestry ownership reform and tries to find the correct reform way which fits the city through the analysis of experiment specimens in Xintai and Ningyang County. In the paper, the author also introduces several patterns of collective forestry ownership reform in Xingtai County of Hebei Province and makes objective comments and analysis of current situation of collective forestry ownership reform in order to give some suggestions on the reform in Tai'an to forest strengths and circumvent weaknesses.The research method of this paper makes organic integration of three layers: Firstly, the theoretical exploration integrates with example analysis; secondly, investigation combines with typical case analysis; thirdly, the empirical analysis integrates with normative analysis. As far as the overall arrangement is concerned, theoretical analysis is followed by example analysis, investigation followed by typical case analysis, normative analysis followed by empirical analysis. In actual use, the above methods intersect or are used at the same time. Through the detailed analysis of progressing situation and problems in collective ownership reform in Tai'an, the thesis puts forward favorable measures to promote the collective ownership reform and the sustainable development of forestry in Tai'an.
