Research On The Mechanism Of Land Resources Optimal Allocation In Wuhan Urban Agglomeration Based On Game Theory

As an important natural resource and productive fact,land is the fundamental resource for human actions.Along with the rapid progress of industrialization, urbanization and global economic integration,human beings is now facing more and more serious problems on resources, population, food and environment,of which the land issue is the key.Now our country is at the rapid period of industrialization and urbanization,the allocation of people and land become more and more imbalance.The land use structure is more and more unreasonable,as well as the deterioration of the environment.Economic development will lead to the growth of demand for land,which willl increase the pressure of land resources.As a comprehensive reform pilot area of building two-oriented society,there are also rules, characters and problems in the progress of land use in Wuhan Urban Agglomeration.To analyze the condition of land resource utilization,and put forward the corresponding optimization countermeasures,is not only advantageous to promote the coordination of land resources utilization and social economic development in Wuhan Urban Agglomeration,but also has its positive reference on land resources allocation in changjiang river and the whole country.Based on a large number of documents,the paper is firstly introduced the research of land resources utilization in our country and other contries.Then take Wuhan Urban Agglomeration as research region,this paper follows the guidance of systematic theory, location theory, sustainable development theory, property rights theory and other related theory, analyzing the present situation and change of land use in Wuhan Urban Agglomeration,summarizing the present problems of land use in Wuhan Urban Agglomeration.Based on the process of competition and cooperation on land use in Wuhan Urban Agglomeration,it use the advanced concepts of game theory,considering the individual rationality of the local government and the overall rationality of Wuhan Urban Agglomeration,constructed the corresponding game model from agricultural land use, agricultural land for construction use and construction use.lt analyzed the possible existed process and the result of game.Finally,this paper puts forward the mechanism choice of government cooperation and land resources optimization allocation.The the main mechanism of the study established is consummate market mechanism which is helpful for land resources allocation,and strengthen the macro-control mechanism of government,using reasonable planning and green GDP appraisal standard.There should be supervise mechanism and corresponding disciplinary measures to those behavior on land use.Build local government cooperation mechanism according consultation and sharing interests to realize the mutual trust,and evertually realize the purpose of land resources optimization allocation and the sustainable developmeng of Wuhan Urban Agglomeration.
