Land is the most valuable, special and scarce resources, it is the home of human survival and development. Due to the fixed position, the universality of quality differences, and different natural conditions and social-economic conditions in different areas, regional differences exist in land attributes and land use patterns. It is because of the existence of differences of land, resulting in regional land use patterns and spatial distribution of the different. Spatial layout of land use is the basis of physical space of regional social and economic development, it is to some extent determines the efficiency of operation of the regional cities. As a comprehensive reform pilot area of building two-oriented society, Wuhan urban agglomeration which is currently in the middle of industrialization is gradually facing the issues of land resource constraints, resource and environment bottleneck with the accelerated development of industrialization and urbanization. To achieve regional economic integration, it is necessary to make an urgent request to adjust and optimize spatial structure and layout of land use in Wuhan urban agglomeration.Based on the perspective of resource-saving and environment-friendly, this paper studies the spatial structure and layout of land resources issues in Wuhan urban agglomeration in the background of two-oriented society construction and reform, explores the corresponding optimization strategy. It has important practical significance of optimizing the allocation of land resources and accelerating the construction process of two-oriented society in Wuhan urban agglomeration.This paper firstly introduce the concept and content of two-oriented society and land use spatial structure, as well as domestic and foreign status and progress of research in the field, describes the fundamental theories such as location theory, sustainable development theory, ecological economic theory and so on., and discussions the internal relations between two-oriented society and optimal spatial layout of land use. Secondly, under the guidance of the theory, it analyzes current characteristics of spatial structure of land use in Wuhan urban agglomeration from this perspective of Landscape, economic and ecology, by using comprehensive comparison, qualitative and quantitative methods. On this basis, it explores existing issues of land use spatial layout in the process of two-oriented society construction in Wuhan urban agglomeration. Finally, on the basis of theory and analysis, this paper establishes the index system which is reflecting the resource-saving and environment-friendly development concept based on the goal of the construction of two-oriented society. Then Wuhan urban agglomeration is divided into three areas of land use by using SOM neural network in order to further optimize the spatial layout of land use, there are the area concentrated on building cities and towns along the river in the east, the intensive land use area in plain in the northwestern and the area of mountain ecological protection and economic development in the east and the south. Building on this basis, the paper puts forward policy suggestions from several aspects of intensive use of land, development of industrial clusters and environmental protection.
