In the context of the “New Normal” of the current economic development, the economic development speed of China has shifted from high-speed to high-middle speed, and the development pattern has shifted from scale-speed type to quality-efficiency type. The above transformations have been made due to the great challenges proposed by the tradition economy to the climatic environment and resources, which are hard to match with the request of sustainable development. Based on these conflicts and challenges, the concept of green development was proposed in the China’s 13 th five-year plan. And the promotion of low-carbon cycle development, overall saving and highly-efficient utilization of resources are major ways to realize the green development. Land serves as a rare natural resource and one of the key factors for influencing regional carbon emission. By carrying out the research on the low-carbon and highly-efficient land utilization and the coordinated development in between, it has great realistic significance by promoting the permanent and continuous land utilization resources and realizing the green and coordinated development. The article has made comprehensive analysis on the temporal and spatial variations as well as the mutually coordinated relationship of low-carbon and highly-efficient land utilization in Wuhan urban circle. Based on this relationship and coordination degree, the article has divided the Wuhan urban circle into different regions in the coordinated way, and proposed policy suggestions with an aim at promoting the coordinated development of Wuhan urban circle in terms of low-carbon and highly-efficient land utilization. The details include:Firstly, it has sorted out the domestic and international research reviews and relative theories, introduced the background, significance of topic selection and research methods. It has figured out the research orientation through the determination and analysis on the low-carbon and highly-efficient land utilization and coupling coordination.Secondly, it has measured the net carbon emission of land utilization in Wuhan urban area, and analyzed the temporal and spatial variations of carbon emissions of different cities. By applying the land utilization carbon emission factor method, it has measured the land utilization carbon emissions for different cities from the year 2005 to 2013, analyzed the variation status of land utilization net carbon emissions of various cities within the research sequence, and exhibited and analyzed the spatial distribution and variation trend of carbon emissions in 9 cities from the Wuhan urban circle by using relevant functions of ARCGIS.Thirdly, it has evaluated the land low-carbon utilization level and land highly-efficient utilization level of different cities in the Wuhan urban circle, analyzed the temporal and spatial variations of land low-carbon and highly-efficient utilization levels of cities from the Wuhan urban circle from the year 2005 to 2013, and divided the 9 cities from the circle into four major categories by using the incidence matrix.Fourthly, based on the comprehensive evaluating results on low-carbon and highly-efficient land utilization, the article has separately calculated the coupling coordination degree of land low-carbon and highly-efficient utilization of 9 cities from the circle during the period from 2005 to 2013 through the usage of a model and made the research and respective analysis on the coupling coordinated relationship of land low-carbon and highly-efficient utilization.Finally, it has divided the 9 cities of the Wuhan urban circle into different regions in terms of the coordination pattern of low-carbon and highly-efficient land utilization. By referring to the coordination degree and matrix relationship of the low-carbon and highly-efficient land utilization, the article has combined the both factors together and divided the cities within the circle in terms of different coordination patterns of low-carbon and highly-efficient land utilization, and finally proposed with the counter-measures for achieving the coordinated development of low-carbon and highly-efficient land utilization in cities of the Wuhan urban agglomeration.
