Study On Reform Of Collective Forest Rights In Yanbian Area

The reform of the collective forest right, which has been called "The third land reformation", is being pushed strongly during "the eleventh five-years". It has been emphasized from the clearing of property right, then the restructure of forestry micro operators to establish the Microscopic market operators and let the managerial authority of mountain forest go free, and give the main role to the owners so that their earning can be ensured. Among it, Collective forestry land is 69.5 million hectares which is 19.6% of the whole collective forestry land in Yanbian. Since the 1980s Yanbian has done the important collective forest right reform twice and some has been contracted to the household with passing the legal process, but the policy circulation with the loopholes blind spot still exists so that it requires to push the promotion of the collective forest tenure reform. On this basis, it puts forward the suggestions and solutions to perfect the collective forest right. With the principle of "case-by-case" and "scientific outlook on development", Yanbian is pushing further to the construction of forest right. At the same time, emphasizes in solving the contradiction between the forestry diversification development and protection of forest resources, and the contradiction between grassroots social organization imposition of personal prosperity and the collective public area construction.There are four parts in may easy. The first part is about the purpose and significance. Then the policies of forestry in China are expounded in the second part. The third and the fourth parts are important ones, I discuss the problems of the reformation of forestry right in YanBian, and give my advice.
