China is a developing country, and one important feature of the developing countries is the dual economic structure of urban and rural in the national economy. In the new century, the development of rural areas is particularly critical for development of the procedure of urbanization and the entire national economic growth of China. For rural areas, the agricultural land property rights system plays a key role in the development of rural economy. Therefore, China's agricultural land property rights system also plays a key role in the whole evolution process of the dual economic system. However, after 30 years of development, current agricultural land property rights system has been gradually falling behind of development of the national economic. Therefore, we need to review and summarize systematically the experiences in the departed development of agricultural land property rights system of the past years and design an appropriate agricultural land property rights system is imperative for China of the new century.Through the analysis of history experiences of the reformation in agricultural land property rights system in China, we can design a well-functioning sustainable agricultural land property rights system for the Chinese rural areas. Through the research of the generation and development of current agricultural land property rights system, we can find some key features which will affect the performance of future system. In the meantime, we analyze how"path dependence"will affect the innovation of institution, and we offer our advice for the reform of the institution. Specifically, this study includes five major parts, as follows:The first part is the literature review and introduction, the paper introduces the research situation, background, purpose, significance, methods and technology roadmap;The second part describes historical evolution and current status of the agricultural land property rights system in different stages .we also make an analysis of the characteristics and performance of the different agricultural land property rights systems in the past decades, we also do some research on the effect of current agricultural land property rights systems about the three dimensional rural issues.The third part defines the path, principles and objectives of the reform ,and we find that the orientation of the reform should aim to ensure national food security, solving the employment problem, and promoting the procedure of an optimal allocation of resources and protection of land rights of farmers for the direction;The fourth part analyzes several alternative agricultural land property rights systems, combined with our existing programs in the form of a detailed analysis of focus, and we take the reform of Russia's agricultural land property rights system as a case。Through comparative analysis, we can summarized some reform experiences, identify the direction of agricultural land property system in China should be oriented to the reform of state-owned permanent tenancy;The fifth part provides come implementations of agricultural land rights ownership to ensure that the reform can achieve the intended purpose.
