Since the new century, international tourism revenue has maintained a high growth rate of 6%-7% annually, much higher than the world's annual economic growth rate, an average of 3%. With the tourism industry developing at a higher speed than the world's economy, tourism industry has obviously been one of the largest industries in the world. Since China's reform and opening-up, tourism industry in China has gained a rapid development, with industrial scale expanding and industrial system improved. At present, China is in the period of industrialization and urbanization, under which the growing popularity and diversification of consumer demand provide the tourism industry with new opportunities. On November 25, 2009, a document entitled"The Views On Accelerating The Development Of Tourism Industry"was passed at the executive meeting of the State Council, bringing about a historic opportunity for the development of tourism industry in China. Tourism industry is more than a strategic industry. It is also a green industry with lower consumption of resources, larger leading coefficient, more employment opportunities and higher overall efficiency. The development of tourism industry has become one of the main ways of stimulating local economic growth. Nyingchi area, set in Tibetan religion, is abundant in natural landscape, folk customs as well as specialties, and boasts of its unique conditions of climate and resources, which are advantageous to develop the tourism industry. Under such kind of historical background, the development of tourism industry in Nyingchi is explored in this paper. Based on the understanding of the current situation of the development of tourism industry in Nyingchi, the paper analyzes the conditions, roles and constrained factors for the development of tourism industry in Nyingchi, and finally, proposes the specific countermeasures for the development of tourism industry in Nyingchi.We can learn from the paper that the tourism industry in Nyingchi has developed rapidly in recent years, and has begun to be of a certain scale. Moreover, it still has plenty of follow-up development advantages, such as resources advantages, folklore and religious cultural advantages, geographical advantages as well as policy advantages. Restraining factors may exist in the development of tourism industry in Nyingchi: Firstly, the tourist infrastructure and integrated services lag behind; seconly, the transfer rate from resources advantages to economic advantages is low, and its publicity is not enough; thirdly, funds for tourism development is insufficient, and efforts for the development of tourism products is not enough; fourthly, tourism professionals is in shortage, and the management capability of tourism industry is weak; finally, the conciousness of industry is not strong enough. Therefore, these constraints should be resolved from several aspects concerning the development of tourism industry in Nyingchi. In the paper, 8 pieces of suggestions are proposed based on the above understanding of the development of tourism industry in Nyingchi.The Nyingchi area is abundant in folk-custom tourism resources, and has a broad market prospect. Under the state policy of developing the western area, it is a good historic opportunity for the local to develop tourism industry. The development of the tourism industry not only promotes the development of other related industries, but also provides local farmers and herdsmen more employment opportunities, and moreover, promotes the optimization of the local resources allocation and industrial organizations. Local governments should make good use of their advantages and overcome the constraints to accelerate the development of tourism industry, leading the region's economy to develop at a faster stage.
