| Taking a wide view of the history of agricultural development, from traditional agriculture to modern agriculture, it shows that each step of agriculture development is driven by technological transformation, and is marked by technique progress. China is a big agricultural country, with long history on agriculture development and fine traditions on agricultural science and technology. After the foundation of the People's Republic of China, especially since the beginning of the reform and opening in 1978, China's agriculture is developing rapidly, and the innovative ability on agricultural science and technology is increasingly powerful. Based on this, a great number of achievements have been made during these years. In this decade, especially, the Central Committee has issued several N0. 1 documents accordingly. Following these documents, the financial department in each province spends much more money on science and technology in the countryside. This has achieved a lot, and has provided bases for the following items: ensuring China's food supply security, facilitating agricultural and economic structure transformation in the countryside, enhancing the competitive edge of China's international agricultural trade, increasing presents'income, and improving presents'life quality.As a typical underdeveloped city in midwest China, countrysides in Hanzhong area are in poor natural environment and with low productivity power. In addition, peasants there have low income. Therefore, it is still a long distance for Hanzhong to achieve the aim proposed by the Central Committee on establishing new countryside—developing productivity, comfortably off, civilized culture, tidy villages, and democratic management. As a manager focusing on science and technology, the author aims to put the theories on science and technology into the development of new countryside based on the cases in Hanzhong. Following the main theme: what does the development of new countryside require on science and technology; what did science and technology do for the development of new countryside currently; what can science and technology do for the development of new countryside; how to achieve this, this paper aims to work out a countryside development model applicable to the developed cities in middle west of China, such as Hanzhong, which serves as a reference for others. This paper is divided into four chapters to describe the ideas on science and technology-based countryside development.First chapter mainly focuses on the requirement to technology in establishing new countryside in Hanzhong area. In the new countryside construction, peasants are the subject and countryside is the right place, therefore the development of production as well as the improvement of peasants'living condition is the material base of the new countryside construction. In this process, an overall promotion of the rural productivity is the key. We all know that science and technology are the primary productive forces, thus to develop the agricultural industry and the rural economy, raise the utilization rate of land, labor productivity and the communization rate of the production, and improve the general efficiency, science and technology are indispensible. With the steady advancement of the new countryside construction, requirement to science and technology correspondingly become more and more intensive. Technological serve and support have been an urgent demand of the new countryside construction.Chapter two concentrates on the present situation and problems in the Sci-Tech Service in the New Socialist Countryside Construction of Hanzhong. In recent years, scientific and technological power of Hanzhong area has been centering on the"three rural"issue. By drawing lessons from other areas, combining the reality of Hanzhong area and innovating ways of service A series of activities relating to science and technology service to"three rural"issue have been developed under the themes of"base of hi-tech agricultural demonstration, Agricultural scientific and Agricultural Sci-tech Special Commissioner, Courtyards of Agro-experts, and agricultural technology service hotline 110". So far, lots of scientific and technological achievements have been demonstrated and popularized which exerted a notable effect to the industrial development in rural area. However, problems still exist, including the slow rate of rural industrial structure adjustment, the low growth rate of the peasants'income, the incompletion of the industrial chain of the agricultural production, the low level of industrialization, and the problems involved in the popularization of the scientific achievements, which can no longer adapt to the requirements of the new countryside construction in Hanzhong area.Third chapter is mainly about the conceiving of an innovative model of sci-sech service in the New Socialist Countryside Construction. By classifying and analyzing the technical resources in Hanzhong area and referring to other areas'effective ways of technical service to the"three rural"issue, the author are trying to conceive a new scientific and technological service model of"governments Guide, enterprises support and the whole members engage in". That is to say a suitable model of Sci-Tech Service in the New Socialist Countryside Construction should be made from four aspects: carrying out mobilization on the metal level, innovating the forms of service, strengthening the supporting system, and attaching importance to the education.Chapter four expounds the though and measures of sci-tech service in the new socialist countryside construction. Sci-tech service in the new socialist countryside construction should be implemented under the principle of scientific development. Giving full play to the planning and directive function of the government's functional departments, abiding by the principle of"enriching villagers through industry, prospering the village with person with ability, driving the process by the enterprises and constructing the countryside ecologically", taking the development of the rural productivity as the fundamental task, solving the difficulties in people's daily life as the entry point, the raise of peasants'income and quality as the objective, we must fully arouse the enthusiasm of the scientific and technical personnel and the people to construct new countryside in order to make science and technology to be the motor of the new countryside construction, continuously initiate fresh progress of the new socialist countryside construction.The innovation of this paper may exist in its research on the relationship between sci-tech and agriculture, countryside and the peasant. The paper proposes the author's understandings and thoughts to the importance of sci-tech to the construction of new countryside in the underdeveloped countries in western China and the corresponding ways. It enriches the theory of the new countryside construction, and has certain reference value theoretically and practically.The major limitation of this paper may be the narrow scope of its research. Because of the time limitation, the research only focuses on the underdeveloped areas in mid-west China, it isn't conducted from an over-all perspective. Furthermore, practical base of the model and countermeasures proposed in this paper is not that solid, it needs further discussion in the author's future study. |
