They adhere to standardized production,base construction,industrial management approach, They pursuit safety, quality,environmental protection, ecology, sustainable modern agricultural development concept, emphasis on quantity, quality and efficiency of unity, they can greatly promote the transformation of the mode of agricultural production, quality and safety of agricultural products to prevent the occurrence of major events.In recent years, Xi'an to "The Agricultural Products Quality and Safety Law of the People's Republic of China "enforcement as an opportunity, to enhance the quality and safety of agricultural products to ensure consumer safety as the starting point, continue to develop the "San pin yi biao" as to enhance the quality of agricultural products important starting point for building and an important guarantee for the safety of agricultural products consumption, to promote agricultural development as an important way to change, to comprehensively strengthen the "San pin yi biao" control, and made remarkable achievements. Close by the end of 2010, the city has identified 239 pollution-free places of production, nearly 70 million mu, accounting for 13% of arable land, certified 181 pollution-free products,32 green companies and 100 products; certified 4 organic food enterprises and 17 product; certified 7 geographical indications. The products related to food, vegetables, fruit, meat, eggs, milk, spices and honey and other eight categories.The study combines my work, with the method of access to information,the combination of statistical analysis, Through analysis of the "San pin yi biao" feature and our city, summarized our Experiences and shortages, and offer 11 recommendations, like improve the organization,step up publicity,standardized management of inputs,establishment of safety responsibility system,strengthen the agricultural brand building and so on. Based on the analysis in the study, reached the following conclusions:1. The development of Xi'an "San pin yi biao" with remarkable results. "San pin yi biao" rapid development speed, stable and reliable product quality, the subject of certificion changes, continuous improve management system and management Institution, management has intensified inputs, speed-measurement points are gradually established, production records are increasingly standardized, standardized production of effective development, promotion of enterprise efficiency, farmers income.2. The major initiatives and experiences of Xi'an"San pin yi biao". The municipal party committee,municipal government of Xi'an work quality and safety of agricultural products always attaches great importance, gradually establish and improve the work of institutions, provide strong technical support to the "San pin yi biao".
