Village cadres training is an effective way of promoting our village cadres'qualities and an inevitable choice of meeting the needs of objective requirement of village cadres'career development. Strengthening the intensity and improving the effect of village cadres training will be significantly to foster village cadres competences and cultivate excellent village cadres with convictions,devotion,capability and attention conduct.with Shaanxi province as an example, this paper analyzed the present situation of village cadres training, the feasibility and the essentiality of construction village cadres competency model by using the theory of statistics, organizational behavior, psychology, management and so on, so as to establish village cadres competency model, and construct village cadres training system base on the model.Certainly, the ultimate purposes of all of these work are to provide theoretical guidance and enhance the effect of village cadres training.This paper includes seventh chapters altogether.The first chapter is the introduction. It mainly to describe This paper mainly introduces the background, the purpose, the significance, the methods and the possible innovative points of the research.The second chapter is the related concepts and theoretical foundation theoretical basis, Such as competency model, individual difference theory, elements useful theory, level the correspondence principle and able to work matching theory, useful Element theory, Correspondence principle and capable of working level matching theory , investment in human capitalhuman capital investment, etc.The third chapter analyses the development of village cadres team and the situation of it. Firstly, it analyses the development of village cadres' team in China and the history of the development of village cadres training. Secondly, through the investigation of the present village cadres training situation in Shaanxi province, we found that there are many problems. such as the training content lacking of pertinence,low intensity, small coverage, loose management and simplification evaluation way, which lead to the effect of village cadres training is poor, and the training is difficult to be productivity. However ,if we analysis this problem from a competency angle, we will found that ignoring individual differences, ignoring the village cadres continuous learning ability cultivation, stress task - work ability training, ignoring post - competency training, ignoring the village cadres ability examination and the village cadres lack of preparation in the training process are the main reason for the poor effect.The fourth chapter analyses the necessity and feasibility of construction of competency village cadres model. Along with the Nation pays great importance to develop construction of village cadres, the real demand of village cadres training effect of village cadres, decided the most strong practical significance. Through the analysis of these factors of the request and the working environment of village cadres, and techniques of competency research, we deem that establish village cadres competency model is feasibility.The fifth Chapter 5 of village creats cadres competency model is built. Basis on this, we extracted 21 items village cadres'competence characteristics such as honesty and self-discipline ability, service motivation, problem solving skills, team leadership competence, and so on by using questionnaire, expert consultation method, ability request method, and data analysis method. by which we established village cadres'competency model. Furthermore, the weight of each village cadre's competency index was identified by the analytic hierarchy process (AHP).The sixth chapter is the structure of the system of village cadres training which based on competency model. Training based on the competency model attention of employees'key competency exploitation and cultivating, which provide new ideas and new methods for solveing the problem of village cadres training. we conducted the analysis of the gap of village cadres'competency and discovery that there are a great gap between concept of legal system, continuous learning capability, public service ability , prestige and the request for village cadres at present in Shaanxi. In addition , aspects of thinking ability of village cadres'trategic, innovation consciousness and ability of handling crisis are still very weak. According to the results of analysis ,combining the characteristics of competency training and the theory of training system, we tentatively constructed the village cadres training system which bases on the village cadres'competency mode.The seventh Chapter is the conclusion. This paper summarizes the research of Loss and GainHenry, and put forward to the prospects for study.
