In the market economy environment, with the deepening of economicglobalization, China’s economy and the world economy is inosculating as awhole. The world economy development is increasingly influencing thecorporation. Under this circumstance, the state-owned enterprise now facesenormous challenge and risks. The booming real estate market in recentyears has attracted private companies to invest. The state-owned real estateenterprises are losing its market share to private companies, faced withunprecedented challenges.Meanwhile in21st century, in human resource theory and practice, wefind that among the traditional performance-oriented management, such ashuman resource planning, work analysis, staff recruitment, performanceevaluation and salary administration, the training and human resource development have become the heated and key topic in modern humanresource.The enterprise needs development while development relies on innovationwhich depends on the wisdom of staff. In21st century there is no moreprecious resource than human resource. Enterprises are giving more attentionto human resource as the core competence. For state-owned real estateenterprises, the middle-level managers are playing a backbone role. Theyexecute decisions made by bosses and lead the safe. Practice has proved thatthe investment into staff training and career development shall be theexcellent combination with the sustainable development and competence ofa company.The goal of the competence-oriented training is to link staff training andcompany development. Through building a competence model, we willstress the competence qualities of middle-level managers to intensify theefficiency and rationality of training. In this way, this project will study thetraining programs for middle-level managers in state-owned real estateenterprises and provide experience to the building of the training system ofmiddle-level managers in state-owned real estate enterprises by applyingcompetence theory and other human resource theories, referring to trainingpractice of real estate companies in other countries and combining thepractice of training middle-level managers in China’s state-owned real estateenterprises. This project is to construct a competence-oriented training system formiddle-level managers of real estate enterprises. This project will do asurvey on the competence model of the middle-level managers instate-owned real estate enterprises; on the other hand, this project will usethe competence model, a practicable vehicle, to provide new instruction tothe training and new experience to the training theory for middle-levelmanagers in state-owned real estate enterprises.
